About the position

The Operations Research Analyst position is a critical role within the Department of Homeland Security, specifically in the U.S. Customs and Border Protection (CBP) Office of Finance, Investment Analysis Office located in Washington, D.C. This position is designed for individuals who possess advanced analytical skills and a strong background in operations research. The primary responsibility of the Operations Research Analyst is to provide advanced analytics, modeling, and simulation capabilities that enable CBP and DHS leaders to assess complex issues, develop effective solutions, and make informed, data-driven decisions that support investment and transformation efforts within the agency. In this role, the analyst will be tasked with designing advanced analytical methods to explore potential solutions to various problem areas. This includes building or overseeing the development of analytical models, applying these models in analyses and studies, interpreting and evaluating the results, and making recommendations to high-level decision-makers. The analyst will also prepare comprehensive reports that describe and support the findings of analytical studies, ensuring that recommendations are clearly communicated to senior analysts and management. The position requires the application of accepted approaches and techniques from operations research, systems analysis, acquisition test and evaluation analysis, economic analysis, and cost analysis methods. The analyst will be involved in ongoing studies and analyses within CBP, the Office of Finance, and the Investment Analysis Office, contributing to the overall mission of the agency by providing insights that drive strategic decision-making.

Responsibilities

  • Design advanced analytical methods to study possible solutions to problem areas.
  • Build or oversee the building of analytical models and apply them in analyses and studies.
  • Interpret and evaluate results from analytical models and make recommendations to high-level decision makers.
  • Prepare reports describing and supporting findings of analytical studies.
  • Apply accepted approaches and techniques from operations research, systems analysis, and economic analysis to ongoing studies within CBP.

Requirements

  • U.S. Citizenship is required to apply for this position.
  • A degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields, including 3 hours in calculus.
  • For GS-13: 1 year of specialized experience equivalent to GS-12, including creating solutions through operations research and statistical analysis.
  • For GS-14: 1 year of specialized experience equivalent to GS-13, including influencing senior leaders and developing strategies for performance measurement.

Nice-to-haves

  • Experience in federal government operations or similar environments.
  • Familiarity with the Department of Homeland Security's mission and objectives.
  • Advanced knowledge of statistical software and modeling tools.
