About the position

As an Operations Research Analyst in the Maintenance Planning Department at the Naval Sea Logistics Center, you will play a critical role in supporting the design, development, and maintenance of naval systems. Your primary responsibilities will include designing, developing, validating, adapting, and maintaining various mathematical, statistical, econometric, and scientific methods and models. You will analyze existing logistics management policies and procedures to enhance decision-making processes related to ship system design and acquisition. This position requires a strong technical understanding of operational features and logistical support methods associated with naval systems. In this role, you will be tasked with creating automated data repositories and collaborating with project managers and IT specialists to extract necessary data and develop analytical tools. You will assess the adequacy of gathered data and perform comparative analyses using experimental, historical, and other data sources. Additionally, you will be responsible for developing measures of effectiveness and sampling procedures to validate your findings. Your work will directly contribute to ensuring the operational readiness of various command programs, including the Surface Fleet, Submarine, and Cyber Force. This position is located in Portsmouth, VA, and offers the opportunity for part-time telework at the discretion of management. You may also be required to travel up to 25% of the time, which could include travel to CONUS and OCONUS locations. The role is permanent and full-time, with a promotion potential to GS-12.

Responsibilities

  • Design, develop, validate, adapt, and maintain mathematical, statistical, econometric, and scientific methods and models.
  • Analyze logistics management policies and procedures to support ship system design and acquisition decisions.
  • Research to develop technical understanding of operational and application features of assigned systems and associated logistical support methods.
  • Create automated data repositories and collaborate with project managers and IT specialists to extract required data and create analytical tools.
  • Determine the adequacy of gathered data and perform comparative analyses using various data sources.
  • Develop measures of effectiveness and sampling procedures to test findings.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must have a degree in Operations Research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, or related subjects with at least 3 hours in calculus.
  • For GS-12: At least one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector.
  • For GS-11: At least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector.

Nice-to-haves

  • Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Experience in analyzing products or services related to naval systems and operational readiness.
