About the position

The Capital Area Division (CAD) of Applied Research Associates (ARA), Inc. is seeking an Operations Research Analyst professional with a background in data/statistical analysis, Operations Research, or Department of Homeland Security analysis. The successful candidate will support a variety of operational analyses for DHS S&T and DHS Components, utilizing a combination of modeling and simulation, data science, and visualization tools to provide decision-ready results to project sponsors. This role involves supporting various requirements and analysis projects for a range of government sponsors, requiring considerable originality to define problems, visualize approaches, coordinate technical guidance, and apply innovative statistical analysis or operations research methods. Candidates will coordinate completed studies and analyses with the Science and Technology Directorate at DHS Headquarters, Component's staffs, and identified stakeholders such as technical SMEs from FFRDCs, contractors, national laboratories, universities, and interagency partners. The analyses performed will include complex, highly specialized tasks such as systems analysis, requirements analysis, gap analysis, operations analysis, and systems engineering, all aimed at informing DHS enterprise-wide investment decisions. The selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Responsibilities

  • Support a variety of operational analyses for DHS S&T and DHS Components.
  • Utilize modeling and simulation, data science, and visualization tools to provide decision-ready results.
  • Define problems and visualize approaches for various analysis projects.
  • Coordinate technical guidance and apply innovative statistical analysis or operations research methods.
  • Perform complex analyses including systems analysis, requirements analysis, gap analysis, operations analysis, and systems engineering.
  • Coordinate completed studies and analyses with DHS Headquarters and other stakeholders.

Requirements

  • Master's degree with 0+ years of relevant work experience or Bachelor's degree with 2+ years of relevant work experience.
  • Experience with statistical analysis and programming using languages like R, Python, SQL, or SAS.
  • Experience providing authoritative and defensible analyses supporting senior leadership decisions.
  • Strong verbal and written communication skills.
  • Experience with Microsoft Office (Word, PowerPoint, Excel, Teams, SharePoint).
  • Eagerness to learn new tools and techniques.
  • Able to obtain and maintain DHS Suitability.
  • US Citizenship.

Nice-to-haves

  • Experience working with DHS or similar organizations and coordinating across multiple levels, including senior leadership.
  • Experience with data visualization tools like Tableau, Qlik, or PowerBI.
  • Familiarity with modeling and simulation tools like NetLogo, Arena, ExtendSim, JaamSim, VenSim.
  • Experience with implementation of CIPSEA requirements.
