About the position

ManTech International Corporation is seeking a motivated and career-oriented Sr. Operations Research/Systems Analyst (TechSIGINT) to join our team in the Ft. Meade, MD area. This position is integral to enhancing the customer's ability to manage its mission authorities in a cohesive manner across various enterprise elements. The successful candidate will play a crucial role in analyzing legal and policy documents, ensuring compliance with established guidelines, and protecting privacy rights during cryptologic operations. This role requires a strong understanding of the Intelligence Community's privacy compliance requirements and the ability to integrate laws and policies into modernized processes to achieve mission objectives. The Sr. ORSA will be responsible for extracting key information from legal and policy documents, identifying compliance obligations, and assisting in the establishment of effective controls. The role also involves ensuring timely access to critical information for mission purposes and verifying that individuals requiring access have the proper credentials. The candidate will prepare and verify activities related to various reviews and coordinate enhanced vetting procedures, ensuring that all operations align with the organization's goals and objectives. This position offers an opportunity to work on innovative projects that contribute to national security while providing avenues for professional advancement. The ideal candidate will possess a strong TechSIGINT background and experience in SIGINT, supporting analyst processes, and related products. The role demands excellent communication skills, the ability to work independently, and a proactive approach to problem-solving.

Responsibilities

  • Analyze legal and policy documents to extract key information according to established guides and procedures.
  • Identify compliance obligations in legal and policy documents in accordance with established procedures.
  • Assist in establishing and maintaining effective controls for protecting privacy rights during cryptologic operations.
  • Integrate laws and policies into modernized processes and procedures to achieve mission objectives.
  • Ensure timely access to critical information for mission purposes and verify that individuals who require access have proper credentials.
  • Prepare and verify activities including Interagency Review Panel (IRP), Comprehensive Accuracy Reviews (CARs), Verification of Accuracy Reviews (VoAs), and Critical Elements Verifications (CEVs).
  • Coordinate Enhanced Vetting Procedures (EVP).

Requirements

  • Bachelor's Degree and 5 years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance.
  • Strong TechSIGINT background.
  • A Master's degree or J.D. may be substituted for two (2) years of experience, reducing the requirement to three (3) years of experience.
  • Four (4) years of additional experience may be substituted for a bachelor's degree.
  • Experience in SIGINT, supporting analyst processes, applications, and related products.
  • Experience in TechSIGINT, providing crucial input to create, modify, identify gaps, and shape policies, mandates, and guidelines.
  • Excellent understanding of the organization's goals and objectives.
  • Knowledge of applicable data privacy practices and laws.

Nice-to-haves

  • Intelligence Community compliance experience.
  • Ability to work independently with little to no direction.
  • Maintain user guide documentation for analyzing legal and policy documents.
  • Use multiple word processing and presentation tools (e.g., MS Word, Powerpoint, Adobe Pro).
  • Use task tracking and documentation software (e.g., Confluence and JIRA).
  • Basic familiarity with customer authorities demonstrated with practical experience.
  • Engage with customers to understand problems and determine solutions based on existing documentation and guidance.
  • Prepare reports, responses, and briefings targeted to a wide range of audiences.
  • Analyze compliance obligations to identify, design, and maintain controls, system requirements, and/or machine-readable rules that enable compliance automation.
  • Provide subject matter expertise to the development of mission compliance-related policy and guidance.
  • Create and maintain user guide documentation for analyzing legal and policy documents.
