About the position

As an Operations Research/Systems Analyst (SIGINT) at ManTech International, you will play a crucial role in enhancing the customer's ability to manage mission authorities across various enterprise elements. This position is integral to the national security efforts, and you will be working in a dynamic environment that requires timely coordination of Foreign Intelligence Surveillance Act (FISA) applications. Your responsibilities will involve a high level of interaction with customers and stakeholders, ensuring that all operations align with legal and policy frameworks. In this role, you will analyze legal and policy documents related to FISA authorities, extracting key information in accordance with operational guidelines. You will assist in establishing and maintaining effective operations and compliance controls during stakeholder reviews, integrating laws and policies into modernized processes to achieve mission objectives. Your efforts will ensure that critical information for mission operations is readily accessible, facilitating the preparation and verification of FISA applications to the Court in collaboration with various stakeholders, including the Office of General Counsel and the U.S. Department of Justice. Additionally, you will be responsible for creating and maintaining Standard Operating Procedures (SOPs) and User Guides to support operations and compliance requirements. Implementing task tracking through documentation software such as Confluence and JIRA will be part of your duties, along with preparing reports, metrics, trend analysis, and briefings tailored to the customer's needs and diverse audiences.

Responsibilities

  • Coordinate Foreign Intelligence Surveillance Act (FISA) applications with a high level of customer and stakeholder interface.
  • Analyze legal and policy documents related to FISA authorities to extract key information according to operations guidelines.
  • Assist in establishing and maintaining effective operations and compliance controls during customer stakeholder reviews.
  • Integrate laws and policies into modernized processes to achieve mission objectives.
  • Ensure timely tracking and access to critical information for mission operations and compliance purposes.
  • Facilitate preparation and verification activities related to FISA applications to the Court in coordination with the customer and key stakeholders.
  • Create and maintain Standard Operating Procedures (SOPs) and User Guides in support of operations, compliance, and policy requirements.
  • Implement task tracking through documentation software (e.g., Confluence and JIRA).
  • Prepare reports, metrics, trend analysis, and briefings targeted to the customer's needs.

Requirements

  • Bachelor's Degree and two (2) years of experience in the Intelligence Community in operations, legal, and/or compliance.
  • Four (4) years of additional experience in operations, legal, and/or compliance may be substituted for a bachelor's degree.
  • Excellent oral communication and writing skills.
  • Ability to quickly understand the customer's goals and objectives.
  • Ability to actively engage with the customer to understand problems and innovate solutions based on existing processes and guidance.
  • Demonstrated technical skills in Excel, including proficiency in the use of Excel formulas.
  • Ability to create PowerPoint presentations for customer briefings.
  • Ability to work independently and meet customer deadlines under short suspense.
