About the position

The Operations Officer and Operations Specialist roles at Dynamic Service Solutions involve managing tactical incident activities to achieve objectives outlined in the Incident Action Plan (IAP). These positions require collaboration with various stakeholders to ensure effective incident management and resource allocation, while maintaining accountability and safety throughout the operational period.

Responsibilities

  • Review Initial Health and Safety Plan (HASP) for the incident.
  • Review Incident Action Plan (IAP) for the incident.
  • Review the Demobilization Plan.
  • Assist in coordination with relevant entities to develop incident demobilization plan and other demobilization reports.
  • Finalize documentation of all key activities, actions, and decisions.
  • Provide documentation to Training & Evaluation Specialist for inclusion in the hot wash and After-Action Report.
  • Coordinate with immediate supervisor to identify and integrate local, state, tribal, and territorial operations priorities.
  • Assist in coordination transition or incident closeout.
  • Obtain complete incident and logistical information.
  • Identify kind, type and number of resources required to achieve section objectives.
  • Report to Operations Team Lead for job assignments.
  • Report unexpected occurrences, such as fire, death, injury, illness, exposure to pathogens or hazardous materials (HAZMAT), accident, political contact or property loss or damage.
  • Ensure materials for debriefings are provided to supervisor.
  • Validate incident strategy commensurate with available resources, incident objectives and safety considerations.
  • Analyze tactical plans to ensure achievement of incident objectives.
  • Establish effective relationships and coordinate with incident personnel.
  • Support development of IAP by providing input as requested.
  • Maintain and submit incident records for events, personnel, equipment, supplies and other data for incident management needs.
  • Support the organizational structure, resource and staffing needs established.
  • Ensure tactical assignments documented in the IAP and direct the plan's execution.
  • Apply agency policy, contracts and agreements.
  • Coordinate and lead briefings with all appropriate personnel and stakeholders.
  • Work with the Logistics Section to define support needs for remote incident facilities (camps, staging areas and so on).
  • Ensure the health, safety, welfare and accountability of assigned personnel.
  • Identify opportunities and meet requirements to provide equal access and reasonable accommodation in all activities.
  • Evaluate special conditions, existing or predicted, that require technical expertise.
  • Evaluate effectiveness of IAP or relevant plan and adjust operations as necessary.
  • Evaluate life safety and property protection needs.
  • Prepare tactics for the next operational period that are consistent with current and predicted operational considerations and conditions.

Requirements

  • Bachelor's degree in business administration, operations management, supply chain management, or a related field.
  • 3+ years of relevant experience in operations or emergency management.
  • Emergency management experience is a must.
  • FEMA courses are a plus.
