About the position

The Operations Specialist (Coordinator II - CPPW) position at the City of Portland is a full-time role focused on coordinating emergency management programs with significant public safety implications. The incumbent will manage projects related to alert and warning systems or public safety planning for large-scale events, ensuring compliance with city regulations and fostering relationships with stakeholders. This role also involves acting as a Duty Officer, participating in emergency response, and providing training and mentorship to city staff.

Responsibilities

  • Manage a variety of programs including contract and vendor management related to emergency response areas.
  • Set project goals and objectives, identify stakeholders, define scope of work, and manage project risks.
  • Create or update operational guidelines and ensure compliance with city regulations.
  • Develop program metrics, track data, and provide transparency via reports and dashboards.
  • Facilitate training and exercise opportunities for PBEM Duty Officers and City staff.
  • Act as on-call Duty Officer, monitoring emergency situations and activating the Emergency Coordination Center (ECC) as necessary.
  • Participate as a representative and subject matter expert in local and regional emergency management initiatives.

Requirements

  • 3-5 years of professional experience managing projects and working as part of a multidisciplinary team.
  • Experience with principles and practices of business communication and program administration.
  • Ability to learn City rules, policies, and procedures related to area of assignment.
  • Ability to analyze, explain, and apply relevant laws, ordinances, policies, and procedures.
  • Ability to establish and maintain effective working relationships with various stakeholders.

Nice-to-haves

  • Experience in emergency management, community resilience, public health, or public safety projects.
