About the position

CSA is seeking a dedicated and detail-oriented Part-time Operations Specialist II to provide essential 24/7 on-site support at the Commander Navy Installation Command (CNIC) Shore Enterprise Operations Center (SEOC) located in Washington, DC. This role is critical in monitoring, collecting, and disseminating information related to the operations of the SEOC, ensuring that all reporting aligns with the Commander's Critical Information Requirements (CCIRs) and adheres to local directives and standard operating procedures. The Operations Specialist II will serve as the first line of critical information flow, maintaining situational awareness (SA) and situational understanding (SU) independently and effectively. In this position, the Operations Specialist II will lead a team of four Operations Specialists, overseeing 12-hour continuous watch standing at the SEOC and stepping in as a relief when necessary. The typical work schedule consists of an 8-hour day during normal business hours, during which the specialist will prepare schedules, reports, and other requirements as directed by the SEOC Manager. Responsibilities also include assisting the CNIC N37 Staff in the flow of information to various stakeholders, screening and categorizing incoming message traffic, and preparing briefs in accordance with the Commander's requirements. The role requires supporting and proposing direction for Crisis Action Team (CAT) operations information management, utilizing the C4I Suite and other information systems available in the SEOC. The Operations Specialist II will be responsible for providing oral and written responses to queries from Echelon I, II, III, and IV commands, leadership, and external stakeholders, ensuring effective communication and knowledge sharing among various commands and organizations. Additionally, the specialist will execute Continuity Of Operations (COOP) plans when directed, maintain and track the status of equipment in the SEOC, and ensure compliance with all regulations governing secure communications equipment and procedures. Proper handling of classified material in a secure environment is also a key aspect of this role, along with adherence to local security procedures and support for Navy Information Assurance (IA) requirements.

Responsibilities

  • Maintain situational awareness (SA) and situational understanding (SU) in accordance with the Commander's Critical Information Requirements (CCIRs).
  • Lead a team of four Operations Specialists performing 12-hour continuous watch standing at the SEOC.
  • Prepare schedules, reports, and other requirements as identified by the SEOC Manager.
  • Assist the CNIC N37 Staff with the flow of information to staff, regions, and installations.
  • Screen, categorize, and format all incoming message traffic for distribution.
  • Prepare and disseminate briefs in accordance with Commander's requirements.
  • Support, implement, and propose direction for Crisis Action Team (CAT) operations information management.
  • Provide oral and written responses and briefings to queries by Echelon I, II, III, and IV commands, leadership, and external stakeholders.
  • Promote knowledge sharing among Echelon I, II, III, and IV commands and other stakeholder organizations.
  • Execute Continuity Of Operations (COOP) plans when directed, including deployment to a COOP site.
  • Maintain and track status of equipment in the SEOC.
  • Ensure compliance with all regulations and policy governing secure communications equipment and procedures.
  • Follow local security procedures and support Navy Information Assurance (IA) requirements.
  • Properly handle classified material in an open secret secure space.

Requirements

  • Must possess and maintain an active Secret Clearance.
  • A minimum of 5 years experience in command center or communications center operations.
  • A BS or MS in Emergency Management is desired; however, may be substituted with adequate EM experience, which is considered at least 8 years of military service with EM experience.
  • Direct knowledge of or experience with the Navy Installation EM program.
  • Recent relevant experience in emergency management operations for either federal or state organizations.
