About the position

The Operations Specialist Watch Officer Lead is responsible for performing complex analytical, research, and reporting duties related to security and emergency management. This role serves as a subject-matter expert, coordinating with various agencies to provide analytical information that informs USAID policy and procedural development. The position requires 24/7 support and involves training contractors, providing briefings to leadership, and ensuring operational efficiency.

Responsibilities

  • Facilitating the transition of new contractors onto the contract and on-site, including badging and developing standard operating procedures (SOPs).
  • Working with the Activity Manager to ensure proper training is provided to contractor staff for all job-related tasks.
  • Providing 24/7 support and access to Sensitive Compartmented Information Facilities (SCIF).
  • Delivering classified briefings and reports to USAID leadership on current events and incidents affecting USAID programming.
  • Evaluating and producing directions regarding efficiency issues within ADICC.
  • Acting as a mediator to address concerns and recommendations between contractor staff and government personnel.
  • Developing and maintaining a contractor schedule to ensure 100% coverage of a 24/7/365 watch and rotation.
  • Providing onsite supervision to support the customer and recommending actions to improve processes.
  • Investigating security violations and preparing reports on preventive actions.
  • Performing other duties as assigned.

Requirements

  • Must be a U.S. citizen.
  • Ability to obtain and maintain a Top Secret/SCI Security clearance.
  • Must pass a background check and may require additional checks as needed.
  • Organized and detail-oriented with high standards of precision in work.
  • Proactive problem-solving skills with strong decision-making capability.
  • Ability to work effectively in a demanding, time-sensitive environment.
  • Strong research skills to conduct comprehensive assessments of complex issues.
  • Strong verbal and written communication skills for effective interaction with government agencies.
  • Basic skills in Microsoft and Google Suite Products (Word, Excel, PowerPoint).

  • Certificates in Google Suite products.
