About the position

The OPS Grants Specialist V position at the Florida Division of Emergency Management is responsible for planning, organizing, and managing grants to state nonprofits as appropriated by the Legislature. This role involves drafting award notifications, onboarding grantees, tracking grant agreements, and ensuring compliance with funding program requirements. The specialist will also monitor recipient progress, maintain grant documentation, and assist in developing grant management processes.

Responsibilities

  • Plan, organize, and manage grants to state nonprofits as appropriated by the Legislature.
  • Draft award notifications and conduct onboarding with grantees.
  • Track execution of grant agreements and enforce performance of agreement terms.
  • Maintain financial information to ensure compliance with procurement and reimbursement requirements.
  • Examine final submission packets for compliance under the funding program.
  • Implement and record grant tracking and reporting according to policies.
  • Monitor recipient progression and submission of timely reporting.
  • Process closing of grant activities and validate grant documents.
  • Assist in the development and implementation of grant management processes.
  • Participate in grant monitoring activities, including desk reviews and onsite visits.

Requirements

  • Must be a Florida Certified Contract Manager (FCCM) or willing to obtain certification within the first 12 months of employment.
  • Experience in Microsoft Office Suite programs (Word, Excel, Outlook, and PowerPoint).
  • Ability to monitor grantee compliance through review and analysis of financial and program deliverables.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Effective verbal and written communication skills.
  • Highly organized and detail-oriented.
  • Ability to work independently and prioritize work to meet deadlines.
