About the position

Deloitte's Government and Public Services Cyber Practice (GPS Cyber Practice) is seeking a Senior Consultant to join their Cyber Application Security team. This role is pivotal in delivering Oracle Cloud Applications Security & Controls implementations and Risk Management Cloud (RMC) modules. The successful candidate will be responsible for the assessment, design, and implementation of Security and Controls, ensuring that organizations can create a cyber-minded culture and become more resilient against threats. The GPS Cyber Practice focuses on helping federal, state, and local government clients, as well as public higher education institutions, to navigate the complexities of cyber security. With a team of over 15,000 professionals, Deloitte aims to bring fresh perspectives to help clients anticipate disruptions and fulfill their mission promises. As part of the Cyber Infrastructure team, the Senior Consultant will engage in full life cycle implementations, which include the design, configuration, testing, and deployment phases of Oracle Cloud Financials and HCM Security & Controls. The role requires a deep understanding of business process controls, automated controls, and IT controls, as well as experience with segregation of duty frameworks and associated mitigating controls. The candidate will also implement RMC modules, including Advanced Access Controls (AAC), Advanced Financials Controls (AFC), and Financial Reporting Controls (FRC). This position offers the opportunity to work with cutting-edge cyber security tools and to grow both vertically and horizontally within the organization.

Responsibilities

• Deliver Oracle Cloud Applications Security & Controls implementations and Risk Management Cloud (RMC) modules.
• Conduct assessments, design, and implement Security and Controls.
• Engage in full life cycle implementations including Design, Configure, Test, and Deploy phases.
• Implement business process controls, automated controls, and IT controls.
• Implement out-of-the-box HDL tools and application package migration tools.
• Implement segregation of duty frameworks and associated mitigating controls and SOD tools.
• Implement RMC modules including Advanced Access Controls (AAC), Advanced Financials Controls (AFC), and Financial Reporting Controls (FRC).

Requirements

• Minimum Bachelor's Degree or above.
• 5+ years of experience with implementing Oracle Cloud Financials / HCM Security & Controls.
• Experience in full life cycle implementations including Design, Configure, Test, and Deploy phases.
• Experience in design implementation, testing, and deploying of Business process controls, automated controls, and IT controls.
• Experience in implementing out-of-the-box HDL tools and application package migration tools.
• Experience with implementation of segregation of duty frameworks and associated mitigating controls and SOD tools.
• Experience in implementing RMC modules including Advanced Access Controls (AAC), Advanced Financials Controls (AFC), and Financial Reporting Controls (FRC).
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
• Ability to obtain & maintain the required security clearance required for this role.

Nice-to-haves

• Previous Consulting or Big 4 experience preferred.
• Certifications such as CISSP, CISM, or CISA certification a plus.
• 5+ years experience with Oracle Cloud configurations as it relates to the design and development of automated controls.
• 5+ years experience with key business processes, the inherent risks, and potential controls.
• 5+ years experience working with regulatory concerns impacting Oracle Cloud environments relating to Government and Public Sectors.
• 5+ years experience in integrating with Oracle Identity Cloud Services.
