About the position

The Organizational Change Manager at the Nevada Department of Taxation plays a crucial role in directing, coordinating, and managing organizational change related to the implementation of the system modernization of the Unified Tax System, known as Project Modernize Your Nevada Tax (MYNT). This position is appointed by and serves at the pleasure of the Executive Director of the Department. The primary responsibility of the Organizational Change Manager is to instill organizational change management principles and practices within projects and structured work efforts to achieve desired business-related outcomes. This includes leading, directing, coordinating, and providing visibility for the Department's change management efforts. The Organizational Change Manager will utilize established organizational change methodologies, principles, and practices to create a successful environment that fosters positive acceptance of change. This involves developing, implementing, and promoting an organization-wide buy-in strategy to facilitate forthcoming changes while continuously reviewing ongoing changes to identify and mitigate change fatigue among employees. The role requires the development and implementation of detailed communication, coaching, training, sponsorship, and resistance management plans to holistically support individuals through the organizational change process. Additionally, the Organizational Change Manager will assess, evaluate, and anticipate stakeholder and organizational readiness for transitions to future states. This includes developing change plans that align with the technological needs of the State while incorporating business priorities, strategies, goals, emerging technologies, industry trends, and economic viability. The position also involves examining issues and creating long-term change plans that critically evaluate future scenarios, identify potential problems, and develop alternate strategies to mitigate issues. The role requires promoting the application of skills, tools, and techniques necessary to prepare, implement, and sustain delivered change. This includes influencing individual behavior and organizational culture, facilitating new ways of working, training, and evaluating benefits realization. The Organizational Change Manager will also provide ongoing coaching, mentoring, and training regarding change management practices to senior management, project managers, and stakeholders to enhance effectiveness in driving successful and sustainable change. Furthermore, the position involves making presentations before legislative and executive committees to justify and explain the needs, priorities, and outcomes of changes, as well as participating in public hearings and meetings to address concerns and resolve problems. The Organizational Change Manager will solicit feedback to assess the success of change management activities and ensure alignment with strategic goals and objectives, and will develop and submit analytical, narrative, and statistical reports regarding organizational change management activities and outcomes. Other related duties may be assigned as necessary.

Requirements

  • Excellent written, oral, and interpersonal communication skills.
  • Experience driving change within an organization.
  • Bachelor's degree in business administration, public administration, or a closely related field.
  • Four years of professional experience in program development, implementation, evaluation, and management.
  • One year of experience in organizational change management or project management.
  • Certification in Project Management and/or Organizational Change Management preferred.
