About the position

The Organizational Development Officer serves as the Director of the Consulting Services Division (CSD) within the Learning Management System (LMS). This role is responsible for overseeing the implementation of executive coaching, organizational effectiveness, resilience, and custom facilitation programs. The incumbent will apply their expertise to support the functional and strategic responsibilities of CSD, LMS, and the Foreign Service Institute (FSI).

Responsibilities

• Participate with the Dean, Associate Deans, and other directors in designing the leadership development goals and objectives.
• Oversee and facilitate the effective delivery and evaluation of leadership coaching, organizational effectiveness, and resilience/facilitation programs.
• Lead and manage the Division's staff, providing guidance and ensuring professional development.
• Establish performance standards and expectations for staff and develop work improvement plans.
• Oversee the development of the Division's annual budget and recommend resource allocation to meet objectives.

Requirements

• U.S. Citizenship is required.
• Must be able to obtain and maintain a Secret security clearance.
• 1 year of specialized experience equivalent to the GS-14 level in the Federal service.
• Experience managing fiscal or budget programs and staff to improve operational effectiveness.
• Experience implementing or developing administrative program and management policies to streamline work processes.
• Experience integrating budget services and human capital plans for various organizations.
• Experience monitoring human resource operations and performance management processes across organizations or divisions.
• Experience overseeing budget analyses to implement changes for organizational efficiency.
