About the position

The Outreach & Admissions/Career Transition Services (OACTS) Manager at the Inland Empire Job Corps Center, operated by Strategix Management, plays a crucial role in transforming the lives of young individuals by facilitating their enrollment and career transition into the Job Corps program. This full-time position is centered around delivering exceptional customer engagement and ensuring that students are effectively placed into the program. The OACTS Manager is tasked with overseeing the outreach/admissions and career transition services components, ensuring compliance with Job Corps contract goals and standards. In this role, the OACTS Manager will develop and execute the center's Outreach/Admissions and Public Information Plan, which is essential for meeting contract arrival goals. This involves identifying and nurturing beneficial partnerships, coordinating with community and workforce stakeholders, and publicizing the Job Corps program to attract eligible youth. The manager will also oversee the Quality Control Specialist to ensure that all clerical functions are executed efficiently and that all necessary documentation for new students is prepared prior to their arrival. The position requires the OACTS Manager to provide training and development for staff, monitor the departmental budget, and design new policies and procedures to maintain high-quality performance. Additionally, the manager will be responsible for setting and monitoring monthly arrival and placement goals for outreach and career transition staff, providing appropriate incentives to motivate the team. Regular outreach activities will be conducted in collaboration with schools, social service agencies, and other organizations to promote the program and recruit eligible applicants. The OACTS Manager will also play a leadership role in coordinating workforce and community relations councils, ensuring that the program maintains a positive image and attracts eligible youth. This includes developing marketing materials in collaboration with the Job Corps marketing contractor and Strategix, utilizing both print and social media to enhance program visibility. The manager will ensure that all outreach systems are monitored daily, applications are verified for compliance, and that career transition services are effectively rendered to meet placement goals. The role may also involve transporting students to off-site opportunities and providing on-call support as needed, including weekend follow-ups to ensure compliance with outreach mandates.

Responsibilities

  • Develop and execute the center's Outreach/Admissions and Public Information Plan to meet contract arrival goals.
  • Oversee the Quality Control Specialist to ensure clerical functions and documentation for new students are completed before arrival.
  • Provide staff training and development, monitor departmental budget, and implement new policies and procedures as needed.
  • Develop and monitor monthly arrival goals for outreach staff and provide appropriate incentives.
  • Maintain a regular outreach schedule and collaborate with schools and social service agencies to promote referrals of eligible applicants.
  • Coordinate the center's workforce and community relations councils to promote program interest and create beneficial alliances.
  • Develop and maintain marketing materials to promote a positive program image and attract eligible youth.
  • Collaborate with center management to plan for arrival needs and ensure sufficient applicant folders are submitted.
  • Monitor Job Corps outreach systems daily and assign referred applicants to appropriate staff for follow-up.
  • Provide quality control and verification of all completed applications prior to center assignment.
  • Develop and execute the center's Career Transition Period Plan to ensure placement goals are met.
  • Monitor monthly placement goals for CTS staff and provide appropriate incentives.
  • Coordinate with One-Stop Career Centers and other post-center support providers to meet the needs of assignees.
  • Assign job development quotas, maintain a job bank, and survey employers to meet placement goals.
  • Audit Job Corps system case notes monthly to ensure compliance with career transition services.
  • Utilize GSA vehicles to transport students as needed for learning and employment opportunities.
  • Provide on-call center support and conduct periodic weekend follow-up calls for compliance.
  • Maintain strict compliance with data integrity standards in submitting placement verification documents.

Requirements

  • Minimum Bachelor's degree in human services, psychology, counseling, education, social science, business, communications, or closely related field.
  • Two years of related supervisory experience or an Associate's degree in a closely related field with four years of supervisory experience.
  • Experience may be with Job Corps or other youth development programs.
  • Excellent verbal and written communication, presentation, and public speaking skills.
  • Ability to motivate and inspire students.
  • Proficiency in information technology including MS Office.
  • Valid driver's license in the state of employment with an acceptable driving record is required unless waived by management.
  • Willingness to provide on-call center support as warranted.
