The Park Superintendent II position at the Arkansas Department of Parks, Heritage and Tourism is a vital role responsible for overseeing the operations of a small to medium-sized state park or specific portions of a larger park. This position is governed by state and federal laws as well as agency policies, ensuring compliance and effective management of park resources. The Park Superintendent II will supervise a diverse team of regular and seasonal staff, including professional, technical, administrative support, and service workers. This includes responsibilities such as interviewing candidates, recommending hires, training staff, assigning tasks, and evaluating employee performance. In addition to staff management, the Park Superintendent II will oversee the operation of various park facilities, which may include a boat rental facility, visitor information center, snack bar, or other amenities. A key aspect of this role involves budget management, where the superintendent will prepare and manage the park budget, monitor daily expenditures, and schedule work hours to prevent overspending. The superintendent will also participate in planning teams to develop or expand park programs and facilities, ensuring that operational goals are met while maintaining cost containment. The role requires the development of operating plans and schedules for year-round operations, including maintenance schedules, construction projects, and special events. The Park Superintendent II will also assist the Emergency Services section with scheduling and job assignments for law enforcement, and may lead search and rescue teams, providing emergency first aid when necessary. Record-keeping is another critical function, as the superintendent will compile and oversee the preparation of various reports, including financial records and incident reports. Furthermore, the superintendent will interpret and monitor the maintenance of natural, cultural, and historic research sites to protect unique or endangered species and cultural remains. Public engagement is also a part of the role, as the superintendent will make presentations to civic organizations and schools to promote Arkansas State Parks.

Responsibilities

Requirements

  • Bachelor's degree in park administration, parks and recreation management, natural science, recreation administration, or a related field.
  • Two years of experience in park management, including one year in a supervisory or leadership capacity.
  • Knowledge of supervisory practices and procedures.
  • Knowledge of state and federal laws governing park operations.
  • Knowledge of public safety practices and procedures.
  • Knowledge of state budgetary and accounting procedures.
  • Ability to prepare, review, and analyze financial data.
  • Ability to prepare and interpret financial reports and statements.
  • Ability to organize and present oral and written reports of findings and recommendations.
  • Ability to plan, organize, and oversee the work of subordinates.
  • Ability to manage the fiscal and administrative business of a recreational, cultural, or historical facility.
