About the position

The City of Tracy is seeking a strategic leader to manage park development projects from initiation to completion. The ideal candidate will have experience in managing, mentoring, and developing a team of professionals while fostering a collaborative and high-performance work environment. They will be adept at reviewing and interpreting technical plans, maps, and reports, ensuring project deliverables meet stringent quality and cost standards. Excellent communication skills are essential for engaging with developers, consultant engineers, city management, and city council. Previous community engagement experience is highly desirable, as building consensus between the community, stakeholders, and public officials is vital for success. The candidate should be technically proficient, with experience in AutoCAD, GIS mapping tools, project budgets, grants, and a strong understanding of local, state, and federal regulations regarding land use and environmental considerations. A Certified Construction Manager (CCM) certificate or Certified Playground Safety Inspector is highly desirable.

Responsibilities

  • Plans, manages, and oversees the daily functions, operations, and activities of the Parks Planning Division.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the divisions.
  • Participates in the development, administration, and oversight of division operational and CIP budgets.
  • Plan, organize and direct parks planning and development activities including land acquisition, planning, design, and implementation.
  • Attend, prepare and present staff reports and informational items to City Council, Parks Commission, Planning Commission, and other commissions and boards.
  • Prepare and facilitate public meetings that deal with sensitive community concerns regarding park development/renovation projects.
  • Conduct public and internal meetings regarding the design and development of new parks, sports, and recreational facilities.
  • Plan review of projects from other City departments as they relate to department facilities.
  • Oversee and review the work of outside contractors and consultants and maintenance and operations staff from other City departments.
  • Analyze Capital Improvement Program needs for the department and develop recommendations.
  • Research and prepare technical and administrative reports.
  • Inspect City, developer, and commercial landscape installations.

Requirements

  • Equivalent to a bachelor's degree in landscape architecture, parks and recreation administration, ornamental or environmental horticulture, public administration, community development or related field.
  • Five (5) years of increasingly responsible experience in regional and community planning, capital improvement project management, and/or parks and landscape construction.
  • Two (2) years of experience in a supervisory capacity.
  • Possession of a valid Class C California driver's license.
  • Possession of valid registration as a Landscape Architect issued by the State of California Architects Board.
  • Ability to obtain a Certified Construction Manager (CCM) certificate.
