The Pavement Asset Manager will serve as the lead for a field crew that supports the Public Works department by providing essential preliminary pavement data necessary for evaluating the existing conditions of street projects as part of the Infrastructure Management Plan (IMP). This role involves planning, organizing, and directing the work of the field crew, ensuring that all data collected is accurate and comprehensive. The manager will be responsible for gathering preliminary data, which includes survey points, material samples, and preliminary Geotech testing, as well as performing calculations for pavement analysis of existing streets. In this position, the Pavement Asset Manager will conduct field investigations and site visits to future project locations, collecting pavement and survey data. They will interpret and evaluate field data for accuracy and completeness, and export this data using various software and related hardware, including Global Positioning Systems (GPS), Geographic Information Systems (GIS), and Computer-Aided Design (CAD). The manager will also perform calculations and computer drafting and modeling for plan management, while organizing and creating a database of the preliminary information gathered. Maintaining and updating this database will be a critical part of the role. Additionally, the Pavement Asset Manager will operate testing equipment such as the Dynamic Cone Penetrometer and Coring Rig, and will be responsible for training and instructing personnel on how to operate this testing equipment. The manager will also operate survey instruments, including levels, transits, theodolites, electronic distance meters, total survey stations, and drone survey equipment, providing technical guidance to Public Works staff for pavement-related inquiries. The role requires driving to current project locations to conduct on-site engineering reviews, analyses, tests, and to provide technical support. The manager may also be asked to perform other duties as assigned, ensuring that all projects stay on track through effective planning and prioritization of work.
