About the position

The Payroll and Benefits Specialist is responsible for performing a variety of technical and accounting duties related to the processing of the District's payroll. This includes calculating wage assignments, reconciling payroll data, and ensuring compliance with federal and state regulations. The role requires maintaining confidentiality and accuracy in payroll records and reports, as well as assisting in the administration of employee benefits.

Responsibilities

  • Review pay data including timesheets and contracts.
  • Conduct preliminary edits of time entered and process payroll calculations.
  • Maintain confidentiality of all payroll records and reports.
  • Develop and maintain payroll database and records.
  • Calculate and remit applicable withholding liabilities for District employees.
  • Prepare, sort, and disburse accurate paychecks within strict timelines.
  • Respond to payroll-related requests for information from various stakeholders.
  • Prepare and collect new employee benefit packets and process them into the payroll system.
  • Research and stay current on payroll tax law changes and applicable regulations.
  • Assist in the administration of the District's health insurance and benefits program.
  • Serve as a research facilitator and secretary of the District Insurance Committee.
  • Establish and maintain worker's compensation claims and files.
  • Provide information regarding active and retirement benefits to personnel and retirees.
  • Answer incoming calls and greet walk-in customers, providing general information about payroll and benefits.
  • Provide data entry services, faxing, typing, and filing in support of department functions.
  • Cross train district office assistants in payroll functions.

Requirements

  • High School diploma or GED equivalent required.
  • Bachelor's Degree and advanced business training preferred.
  • Five years of accounting or payroll experience preferred.
  • Knowledge of payroll processing principles and procedures.
  • Knowledge of federal, state, and local regulations related to payroll administration.
  • Ability to operate standard office equipment and job-related software applications.
  • Ability to work independently in computerized payroll processing.
  • Ability to maintain confidentiality of payroll records.
  • Ability to mathematically calculate payroll information.
  • Ability to interpret and apply related payroll Generally Accepted Accounting Principles (GAAP).
  • Ability to prepare clear and concise reports.

Nice-to-haves

  • Experience with payroll software systems.
  • Familiarity with employee benefits administration.
  • Advanced Excel skills.
