About the position

The Payroll and Human Resources Manager at Edgewater Park Township School District is responsible for overseeing payroll processing and human resources functions within the school district. This role requires a strong understanding of payroll procedures, HRIS systems, and employment laws, ensuring compliance and efficient operations. The manager will work closely with administration and staff to enhance performance and manage various HR-related tasks.

Responsibilities

  • Processes semi-monthly payroll by collecting and reviewing all time sheets, entering and updating pay-period data, and ensuring wages are appropriated to the respective accounts.
  • Completes all unemployment claims, inquiries, and reporting.
  • Prepares and maintains all Federal and State filing reports, including processing of W-2 and 1095 forms.
  • Manages NJEA dues, credit union, tax shelters, pension enrollments, and ACA reporting, along with all employee deductions.
  • Maintains analysis of all receipts and disbursements within various accounts for auditing purposes.
  • Researches, implements, and communicates regulatory changes affecting payroll policies and procedures.
  • Initiates payroll correspondences as directed by the Board of Education.
  • Creates and reviews salary and health benefit reports for negotiations with employee associations.
  • Assists with the preparation of documents for negotiation processes with employee associations.
  • Conducts new hire orientations and assists newly hired employees with the onboarding process.
  • Processes monthly payments of health insurance premiums and associated enrollments and terminations.
  • Verifies and enters staff absences in Frontline.
  • Processes and monitors all Workers Compensation claims and files for yearly reporting.
  • Filing of the annual Chapter 44 State report.
  • Assists employees with benefit matters including leaves of absences.
  • Records and updates employee information, and examines employee files for inquiries.
  • Coordinates and assists with implementation of specific district benefit programs for eligible employees.
  • Acts as a liaison to employees, insurance carriers, and healthcare providers.
  • Analyzes and prioritizes workflow and serves as lead trainer for support staff.
  • Assists with the annual Open Enrollment process and other special projects as needed.
  • Maintains knowledge of State and Federal laws governing employee benefits and compliance regulations.
  • Administers Retirement Program and handles retirement paperwork.
  • Demonstrates initiative and prioritizes workload.

Requirements

  • Prior payroll knowledge and experience required; school district payroll experience preferred.
  • Knowledge of Computer Solutions Inc. software preferred.
  • Working knowledge of all payroll procedures and human resources functions.
  • Experience with a human resources information system (HRIS).
  • Ability to manage multiple projects and tasks simultaneously.
  • Highly organized with excellent communication and interpersonal skills.
  • High level of interpersonal skills required to interact with employees, leaders, vendors, and others.
  • Willingness to engage in opportunities for continued professional growth.
  • Pass criminal history background check and proof of U.S. citizenship or legal resident alien status.

Nice-to-haves

  • Experience with employee benefits administration.
  • Familiarity with ERISA, COBRA, and HIPAA regulations.
