The North America Payroll and Benefits Manager is a pivotal role responsible for managing and overseeing all aspects of payroll management, processing, and employee benefits administration. This includes ensuring compliance with local, provincial, state, and federal regulations, negotiating with vendors, and providing exceptional payroll and benefits support to our employees. As a trusted advisor, you will collaborate on people solutions that drive business outcomes and contribute to the attraction and retention of our skilled workforce. This managerial role requires a comprehensive understanding of US/Canada payroll processes and administration, benefits administration, and applicable legislative requirements to ensure accurate, timely, and compliant execution.

Responsibilities

  • Manage US and Canadian Payroll Operations
  • Oversee accurate and timely processing of semimonthly payroll for all employees, inclusive of adhoc payments, commissions, bonuses, etc.
  • Act as technology data steward and partner to our payroll vendor, ensuring accurate and up-to-date information for all employee records
  • Ensure compliance with local, provincial, state, and federal payroll tax regulations
  • Lead the payroll and benefits migration of newly acquired business entities into the Versaterm payroll ecosystem
  • Maintain internal controls relating to payroll practices and records and monitor these on a continuing basis
  • Troubleshoot and solution employee payroll and benefits issues
  • Establish and oversee payroll processes and procedures for routine processing, tax reporting and internal financial requirements
  • Manage Employee Benefits
  • Manage employee benefits programs, including health insurance, retirement plans, and other employee offerings
  • Negotiate with vendors and benefits partners for best plans, options, and rates
  • Serve as primary contact for plan vendors and third-party administrators
  • Optimize Internal Processes
  • Design short-term and long-term strategies to achieve continuous improvement and efficiencies in payroll processing and delivery operations
  • Design and implement process enhancements to increase the efficiency and satisfaction with payroll services
  • Document and maintain administrative procedures for assigned benefits processes
  • Coordinate transfer of data to external contacts for services, premiums, and plan administration
  • Compliance and Reporting
  • Ensure compliance with applicable government regulations
  • Oversee maintenance of employee benefits files and update employee payroll records
  • Prepare budgetary recommendations and assist in the monitoring, verifying, and reconciling of budgeted funds
  • Employee Support and Communication
  • Provide customer service support to internal and external customers
  • Contribute to organizational communications to ensure internal stakeholders are kept abreast of any matters affecting their payroll or benefits
  • Collaborate on the design and distribution of materials for benefits orientations, open enrollment, and summary plan descriptions

Requirements

  • Bachelor's degree in human resources, Business Administration, or a related field
  • PLP, CPP designation or actively working towards it
  • 10+ Years of proven experience as a Payroll and Benefits Manager or in a similar role
  • Minimum of five years of benefits management and experience administering, tracking, and auditing benefits program
  • In-depth knowledge of payroll processes, tax regulations, and benefits administration for both US and Canada
  • Strong analytical skills and thorough knowledge of US and Canadian benefits and plan administration
  • Knowledge of all pertinent federal and state regulations, filing, and compliance requirements, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, and Social Security
  • Excellent communication and organizational skills
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines
