About the position

The Payroll & Benefits Unit Manager (Technical Manager V) is responsible for overseeing accurate and timely payroll processing for department personnel and managing various benefit services programs, including group insurance and retirement. This role involves conducting special projects and studies to enhance payroll and benefits administration within the Illinois Department of Transportation.

Responsibilities

• Administers all payroll requirements for the State Salary and Annuity Withholding Act, including state-sponsored health and life insurance programs.
• Oversees the inflow of payroll data from all department offices and its conversion to payroll vouchers, ensuring accurate distribution of payroll funds.
• Plans and directs the preparation of supplemental payrolls, death benefit payments, and legal actions on wage garnishments.
• Prepares directives necessitated by policy decisions from external governmental agencies affecting payroll.
• Investigates unemployment claims and protests claims as appropriate.
• Counsels, trains, and supervises staff responsible for payroll preparation and benefits services programs.
• Performs other duties as assigned.

Requirements

• Completion of a bachelor's degree in public or business administration, statistics, public finance, economics, management, or accounting plus three years of experience processing payrolls or administering benefits, or eleven years of relevant experience.
• Extensive knowledge in standard payroll and accounting concepts, practices, and procedures.
• Strong analytical skills and ability to troubleshoot issues.
• Ability to create, update, and maintain spreadsheets.
