About the position

The Payroll Compliance Manager at Portland Community College is responsible for overseeing the college's payroll, tax compliance, and reporting. This role involves implementing new policies and procedures to ensure compliance with federal and state regulations. The manager works independently under the direction of the Payroll Director and interacts with various stakeholders across the district, requiring a high degree of confidentiality and discretion.

Responsibilities

  • Provide oversight to the College's payroll, tax compliance, and reporting.
  • Implement new policies and procedures to ensure compliance with regulations.
  • Manage payroll specialists and a payroll accountant.
  • Ensure compliance with Oregon PERS and other payroll liability accounts.
  • Conduct bank account reconciliations and ensure payroll liability accounts are accurate.

Requirements

  • Bachelor's degree in business administration or related field.
  • Five (5+) years of progressively responsible professional payroll or accounting/auditing experience.
  • Expert knowledge of U.S. federal, state, and local payroll regulations.
  • Experience with integrated payroll systems, preferably ADP and Workday.
  • Demonstrated experience in managing compliance and reconciliation of Oregon PERS and/or other payroll liability accounts.

Nice-to-haves

  • Certified Payroll Professional (CPP) certification preferred.
  • Experience with Oregon Paid Sick Leave.
  • Employee supervision experience preferred.
