Responsibilities

  • Assists in the supervision, processing and coordination of payroll and related functions, including auditing time reports and personnel action forms.
  • Reviews all personnel action forms processed and entered into payroll data system by subordinate for accuracy and compliance.
  • Assists subordinates in resolving problems or unusual situations; instructs employees in office practices; orients and trains new employees.
  • Makes recommendations regarding hiring, discipline and promotion of subordinates; evaluates and rates employee performance.
  • Acts as the Payroll Administrator during their absence.
  • Reviews and approves schedules and back up for any retro pay, retro deductions or leave pay outs prepared by subordinate.
  • Reviews all payroll miscellaneous file maintenance changes for accuracy.
  • Reviews completed payroll time reports audited by subordinate and final preprocess payroll register before submission to payroll vendor.
  • Runs biweekly payroll extract reports and transfer appropriate files to update general ledger.
  • Prepares a request to the Pension Trustee Bank for wire of General Employee's biweekly pension contributions.
  • Prepares request for wire transfer to Treasury Office for Section Plan 125 contributions.
  • Prepares biweekly disbursement vouchers for payment of City paid Sec. 457 and Sec. 401 plans.
  • Collects, analyzes and organizes data; completes special projects or reports as necessary.
  • Assists in auditing payrolls to ensure accuracy of payroll transactions.
  • Documents and maintains payroll processing procedures.
  • Assists in auditing, reconciling and issuing annual W-2 tax forms.
  • Prepares special reports requested by management, departments, employees and external entities.
  • Researches complex payroll tax issues as it relates to both current and former employees.
  • Assists and provide recommendations and data for use in union negotiations when necessary.
  • Manages payroll system and maintains changes/upgrades where necessary.
  • Maintains professional and technical knowledge by attending and participating in continuing professional education.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Requirements

  • Bachelor's Degree from an accredited college or university in Accounting, Finance, Business or related appropriate discipline.
  • Four (4) years of progressively responsible experience in payroll, or an equivalent combination of training and experience.

Nice-to-haves

  • Six (6) years of progressively responsible experience in payroll.
