Hope Services is seeking a dedicated Payroll/HR Specialist to join our team in San Jose, CA. Your primary duties will include processing payroll, maintaining timekeeping records, and ensuring compliance with Department of Labor (DOL) and Internal Revenue Service (IRS) regulations. You will also be tasked with reviewing payroll reports for accuracy, administering payroll information systems, and providing thorough audits of payroll and benefits. Additionally, you will assist with human resources responsibilities such as ensuring compliance with employment regulations, data entry, record-keeping, and supporting personnel issues and special projects as assigned. The Payroll/HR Specialist will play a crucial role in our organization by ensuring timely and accurate payroll processing, maintaining employee records, and supporting our commitment to a diverse and inclusive workplace. Responsibilities

  • Process semi-monthly payroll, including wage and overtime payments, calculations and recording of payroll deductions, and requests for stop payment/re-issues.
  • Verify timekeeping records and maintain time and attendance records using paper timesheets and electronic time management system.
  • Review payroll before finalizing to ensure accuracy.
  • Prepare and transmit payroll data for processing with vendor.
  • Generate and verify payroll reports out of payroll system.
  • Prepare periodic reports of earnings, taxes, and deductions.
  • Verify and reconcile W-2s prior to issuance.
  • Set up garnishments and levies.
  • Process off-cycle manual checks and termination pay checks.
  • Administer direct deposit functions, pre-note processes, and system data.
  • Implement employee wage and benefit changes, policies, and procedures.
  • Ensure compliance with all State and Federal employment laws and advise department managers on employment documentation issues.
  • Conduct and audit proper filing and recordkeeping for personnel files, I-9s, Driver documents, Affirmative Action documents, Safety Binder, SDS, Worker's Compensation, Insurance Certificates, etc.
  • Work on different HR platforms/HRIS.
  • Assist with scheduling meetings and taking notes as needed.
  • Oversee Safety Inspections and Emergency Drills on a monthly basis.
  • Assist with recruiting functions for agency staffing.
  • Complete employment verifications.
  • Assist with special projects, investigations, and conflict resolution strategies.
  • Assist with internal auditing and preparation for external audits.

Requirements

  • High school diploma, G.E.D. or equivalent required; degree in Human Resources, Business Administration, Finance, Accounting or similar preferred.
  • Two years of related experience working in a Payroll or Human Resources office or an approved combination of relevant experience and education.
  • Proficiency with Microsoft O365.
  • Proficiency with Payroll & HRIS Systems (ADP Workforce Now preferred).
  • Knowledge of electronic transmission of payroll data.
  • Knowledge of general payroll practices and DOL and IRS rules for employment payroll.
  • Knowledge of Local, State, and Federal employment laws and practices.
  • Ability to interact effectively with individuals, groups, and diverse populations.
  • Excellent oral and written communication skills.
  • Keen eye for detail.
