About the position

The Payroll Manager at International Line Builders, Inc. is a pivotal role responsible for overseeing all payroll processes and systems to ensure the efficient and accurate delivery of payroll for the organization. This position requires a deep understanding of payroll practices, strong internal controls, and the ability to maintain confidentiality of sensitive employee information. The Payroll Manager will be instrumental in ensuring compliance with regulatory requirements and will play a key role in promoting the company's Everus 4EVER Strategy, which emphasizes the importance of employees, value, execution, and relationships. In this role, the Payroll Manager will manage a team of payroll specialists, providing guidance, coaching, and conducting performance reviews. The manager will ensure that the payroll system is functioning properly, addressing any system issues, and collaborating with IT for necessary upgrades. The responsibilities also include managing all payroll processes, preparing payroll tax filings, and handling union reports and deductions. The Payroll Manager will establish controls to maintain compliance with employment legislation and will stay current with regulatory changes that impact payroll processes. The ideal candidate will possess excellent human relations skills, enabling effective communication with employees, auditors, and consultants. A high degree of accuracy and attention to detail is essential, along with strong analytical and organizational skills. The Payroll Manager will also be responsible for onboarding new employees and managing various payroll-related activities, ensuring that all processes are executed smoothly and efficiently.

Responsibilities

  • Manage all payroll processes and systems to ensure efficient and accurate payroll delivery.
  • Ensure the payroll system is functioning properly, resolving system issues and working with IT on upgrades.
  • Prepare all monthly, quarterly, and annual payroll tax filings, including W-2s.
  • Prepare all union reports, deductions, and related activities with multiple unions.
  • Reconcile and request payments to third parties, including involuntary deductions such as garnishments and levies.
  • Establish controls to maintain compliance with employment legislation and regulatory guidelines for both union and non-bargaining employees.
  • Stay current with regulatory changes and their impact on payroll processes, preparing the payroll team for any changes.
  • Work with Accounting and unions to add or modify new payroll codes as needed to comply with laws and collective bargaining agreements.
  • Maintain confidentiality of sensitive data.
  • Manage a team of payroll specialists, providing feedback, coaching, and conducting performance reviews.
  • Assist in the onboarding process with Human Resources.
  • Perform miscellaneous duties such as setting up new employees, direct deposits, and handling unemployment insurance activity.

Requirements

  • Associate's degree in Accounting or Business or equivalent experience.
  • Minimum of 2 years supervisory experience in payroll management.
  • 3 years of experience performing payroll duties or 5 years of experience in payroll.
  • Excellent human relations skills in dealing with employees and other departments.
  • Strong written and oral communication skills.
  • Ability to maintain confidentiality of employee information and sensitive data.
  • High degree of accuracy and attention to detail.
  • Excellent analytical and organizational skills.
  • Self-motivated with the ability to accomplish multiple tasks within tight deadlines.
  • Knowledge and experience with union pay types and compliance rules.
  • Experience working with collective bargaining agreements.
  • Knowledge of state payroll laws, especially California.
  • Experience with multi-state payroll, garnishments, levies, and complex payroll tax issues.
  • Working knowledge of federal, state, and local regulations and Sarbanes-Oxley standards.
  • Advanced knowledge of Microsoft Office Suite applications.
