About the position

The Payroll Manager is responsible for overseeing and managing the City's payroll functions, ensuring compliance with legal and regulatory requirements. This role involves complex planning, analysis, and execution of payroll processes, requiring interaction with various City departments, employees, and external vendors. The Payroll Manager plays a critical role in maintaining the integrity of payroll operations within the City's ERP system and ensuring accurate payroll processing.

Responsibilities

  • Manage and unify the City's payroll functions.
  • Ensure compliance with federal, state, and local payroll laws and regulations.
  • Implement, maintain, and update payroll functions in the City's ERP System.
  • Ensure accurate processing and administration of payroll, including IRS regulations and tax filings.
  • Design effective payroll internal controls.
  • Analyze and monitor payroll information.
  • Research payroll tax issues.

Requirements

  • Considerable experience in payroll management and administration.
  • Strong knowledge of federal, state, and local payroll laws and regulations.
  • Experience with ERP systems and payroll software.
  • Ability to analyze complex payroll data and issues.
  • Excellent attention to detail and critical thinking skills.

Nice-to-haves

  • Experience in a municipal or government payroll environment.
  • Familiarity with collective bargaining agreements.
  • Certification in payroll management or related field.
