About the position

The Payroll Manager position at the Illinois Department of Natural Resources involves overseeing the agency's payroll and personal services budget projection activities. This role requires a high degree of independence and responsibility in managing the Department's budget forecasting and payroll operations, ensuring compliance with state regulations, and resolving payroll discrepancies. The ideal candidate will also assist in budget preparation and monitoring agency expenditures.

Responsibilities

• Develop, implement, and direct the agency's payroll and personal services budget projection activities.
• Assist the CFO and Assistant CFO with agency budget preparation, review, and submission.
• Monitor and establish control of agency operations expenditures and headcount plans.
• Work with agency staff to resolve payroll discrepancies.
• Direct management studies of payroll procedures.
• Serve as a full-line supervisor.
• Perform other duties as required or assigned.

Requirements

• Completion of four years of college with coursework in business administration or accounting.
• Three years of progressively responsible administrative experience in accounting, external auditing, or budgetary control.

Nice-to-haves

• Three years of experience with Governor's budget book development, ISL's and Agency Budgetary planning.
• Three years of experience developing personal service projections, headcount tracking and/or reporting, preferably utilizing Microsoft Access.
• Three years of extensive knowledge of laws, rules and regulations relating to state procedures.
• Three years of knowledge and experience in payroll operations and programmatic cost accounting as it relates to personal service expenditures.
