The Payroll Manager position at Eddy County is a critical role responsible for overseeing the bi-weekly payroll process for all county employees. This includes generating payroll checks, maintaining accurate payroll records, and preparing and submitting payroll deduction checks and reports to federal and state agencies, as well as other approved payroll vendors. The Payroll Manager will serve as an administrator in both the timekeeping and financial payroll systems, managing all payroll-related issues that arise. The ideal candidate will possess experience in payroll calculation, basic bookkeeping knowledge, and technical skills in Windows and Office products. Strong communication skills in English, both orally and in writing, are essential for this role, as the employee will need to interact with various stakeholders and ensure compliance with payroll regulations. In this position, the Payroll Manager will be responsible for processing and completing the county's bi-weekly payroll using the designated systems. This includes verifying time-sheets, maintaining accurate records of holiday, vacation, and sick leave, and ensuring that all payroll deductions are accurately calculated and submitted on time. The role requires the ability to generate and reconcile periodic federal and state reports, such as quarterly 941 reports and annual W2s, while adhering to all relevant guidelines and deadlines. The Payroll Manager must also be able to manage multiple projects and priorities concurrently, demonstrating strong organizational skills and attention to detail. The position may require the employee to work irregular hours and attend job-related meetings, as well as perform other duties as assigned. Candidates must have a minimum of an associate's degree in Accounting, Finance, or a related field, or three years of experience in payroll. Additionally, successful candidates must pass a criminal and employment background investigation and be eligible to work in the U.S. through E-Verify.
