About the position

The Payroll Manager position at Eddy County is a critical role responsible for overseeing the bi-weekly payroll process for all county employees. This includes generating payroll checks, maintaining accurate payroll records, and preparing and submitting payroll deduction checks and reports to federal and state agencies, as well as other approved payroll vendors. The Payroll Manager will serve as an administrator in both the timekeeping and financial payroll systems, managing all payroll-related issues that arise. The ideal candidate will possess experience in payroll calculation, basic bookkeeping knowledge, and technical skills in Windows and Office products. Strong communication skills in English, both orally and in writing, are essential for this role, as the employee will need to interact with various stakeholders and ensure compliance with payroll regulations. In this position, the Payroll Manager will be responsible for processing and completing the county's bi-weekly payroll using the designated systems. This includes verifying time-sheets, maintaining accurate records of holiday, vacation, and sick leave, and ensuring that all payroll deductions are accurately calculated and submitted on time. The role requires the ability to generate and reconcile periodic federal and state reports, such as quarterly 941 reports and annual W2s, while adhering to all relevant guidelines and deadlines. The Payroll Manager must also be able to manage multiple projects and priorities concurrently, demonstrating strong organizational skills and attention to detail. The position may require the employee to work irregular hours and attend job-related meetings, as well as perform other duties as assigned. Candidates must have a minimum of an associate's degree in Accounting, Finance, or a related field, or three years of experience in payroll. Additionally, successful candidates must pass a criminal and employment background investigation and be eligible to work in the U.S. through E-Verify. All job offers are contingent upon passing a pre-employment physical and drug screen, and candidates must possess or be able to obtain a valid NM driver's license and be insurable by the County Insurance Authority.

Responsibilities

  • Process and complete the County's bi-weekly payroll using the timekeeping and financial systems.
  • Contact appropriate software support personnel should problems arise.
  • Maintain accurate payroll records including holiday, vacation, and sick leaves in both the County's timekeeping and financial systems.
  • Verify time-sheets in the County's timekeeping system to ensure they are complete, submitted, and approved.
  • Compile and submit payroll deduction payments and reports to Federal and State agencies, and other approved payroll vendors for each period.
  • Generate, reconcile, and submit periodic Federal and State reports and data files, such as quarterly 941 reports, schedule B, ES-903, SSA, and annual W2s.
  • Apply basic record-keeping systems and procedures, ensuring accuracy in reading and copying numbers.
  • Maintain concentration on details for long periods of time and write reports with proper format.
  • Manage multiple projects and priorities concurrently and organize numerous tasks requiring mental capabilities.

Requirements

  • Associate's degree in Accounting, Finance, or related field preferred, or three years of experience in Payroll required.
  • Experience in calculating payroll and basic bookkeeping.
  • Computer technical skills in Windows and Office products.
  • Ability to apply math skills in processing large volumes of numerical data.
  • Ability to learn quickly and apply knowledge effectively.
  • Excellent communication skills in English, both verbally and in writing.
  • Ability to follow directions from the Finance Director and ask questions as needed.
