About the position

Planned Parenthood Federation of America (PPFA) is seeking an experienced and detail-oriented Payroll Manager to oversee and manage the Organization's payroll functions. This role is critical in ensuring that payroll is processed on time, accurately, and in compliance with government regulations. The Payroll Manager will analyze and interpret payroll data, understanding trends, analyzing variances, and exercising critical thinking as they collaborate with the Finance leadership team. The Finance Department is dedicated to providing confidence to all stakeholders in the fiscal and fiduciary responsibility of PPFA, Planned Parenthood Action Fund (PPAF), and its related entities, with a commitment to customer service, sound controls, compliance monitoring, and timely, accurate reporting. The Payroll Manager will be responsible for the end-to-end payroll process for all employees, ensuring timely and accurate payroll disbursements. This includes compliance with federal, state, and local payroll, wage, and hour laws, as well as handling complex payroll tasks such as processing off-cycle payments, retroactive adjustments, and garnishments. The role requires collaboration with IT and PCE departments to integrate payroll systems with other finance systems, troubleshooting and resolving payroll system issues promptly. The Payroll Manager will also serve as the primary point of contact for employee payroll inquiries, ensuring a high level of customer service and satisfaction by addressing payroll-related concerns promptly. In addition to these responsibilities, the Payroll Manager will work closely with staff in other departments and the People, Culture & Equity department to coordinate the payroll process and ensure that work is completed on time and meets performance goals. This position is essential for maintaining the integrity of payroll operations and supporting the overall mission of Planned Parenthood.

Responsibilities

  • Oversee and manage the end-to-end payroll process for all employees, ensuring timely and accurate payroll disbursements.
  • Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices, including registration with the states.
  • Handle complex payroll tasks, including processing off-cycle payments, retroactive adjustments, and garnishments.
  • Collaborate with IT and PCE departments to integrate payroll systems with other PCE and finance systems.
  • Troubleshoot and resolve payroll system issues promptly.
  • Collaborate with all Finance teams to provide accurate, real-time data to stakeholders for strategic decision-making.
  • Serve as the primary point of contact for employee payroll inquiries and issues.
  • Ensure a high level of customer service and satisfaction by addressing and resolving payroll-related concerns promptly.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in Accounting, Finance, Human Resources, or a related field preferred.
  • CPP (Certified Payroll Professional) or FPC (Fundamental Payroll Certification) is highly preferred.
  • Minimum of 5-7 years of experience in payroll management, with at least 3 years in a supervisory role.
  • Extensive knowledge of federal, state, and local payroll tax regulations.
  • Proven experience with state registrations and filings.
  • Proficient in UKG or other payroll software and Microsoft Excel.
  • Excellent organizational skills and attention to detail.
  • Exceptional communication and interpersonal skills.
  • Ability to handle confidential information with discretion and professionalism.
  • Ability to work collaboratively and flexibly with a dynamic, fast-moving team, completing multiple tasks with poise, accuracy, and confidence.
  • Strong organizational, analytical, and problem-solving skills.
  • Strong oral and written communication skills.
  • High proficiency in Google products.
  • Flexibility and ability to adapt to quickly changing priorities and ambiguous situations.
