About the position

The Payroll Manager at Goddard Riverside Community Center is a pivotal role responsible for overseeing the payroll process for over 700 employees. This position requires expertise in Paycom, the payroll system used by the organization, and involves processing biweekly payroll, ensuring compliance with federal, state, and local tax regulations, and maintaining accurate employee records. The Payroll Manager will also be tasked with preparing various payroll-related reports, managing garnishments, child support, and tax levies, and ensuring that all payroll changes are logged and processed accurately. In addition to payroll responsibilities, the Payroll Manager will develop and implement operational controls to ensure data security and integrity within the Human Resources Information System (HRIS). This includes responding to ad hoc requests for payroll reports, working with third-party administrators to reconcile benefit contributions, and preparing personnel information for audits. The role also involves collaborating with the Talent Acquisition Specialist to monitor new hire onboarding processes in Paycom. The Payroll Manager will play a key role in compliance, preparing necessary documentation for audits and following up on corrective action plans as needed. Furthermore, the position includes various administrative functions such as maintaining employee records, updating payroll systems, and calculating retro payments and salary adjustments. The ideal candidate will possess strong analytical skills, attention to detail, and the ability to work effectively in a fast-paced environment.

Responsibilities

  • Process bi-weekly payroll for 700+ employees.
  • Ensure all Federal, State, and Local taxes and benefit contributions are properly deducted from employees' compensation.
  • Calculate and process Cost of Living Adjustments across three unions according to their Collective Bargaining Agreements.
  • Prepare monthly/biweekly union and commuter benefits reports ensuring proper payments are made by a designated date.
  • Maintain a central log of all payroll changes/updates for each biweekly pay period.
  • Accountable for processing garnishments, child support, and tax levies.
  • Work with managers and employees to ensure time is entered and approved accurately for each pay period.
  • Develop a full two-week payroll routine schedule, back-timed for all employee, manager, and organizational-wide deadlines.
  • Prepare data from Paycom for upload to budget software system.
  • Train new supervisors on Paycom responsibilities and functionality as part of manager onboarding.
  • Prepare payroll journal entries in Intacct.
  • Serve as the main point of contact for answering employee questions about payroll forms.
  • Recommend and implement process improvements in Paycom.
  • Troubleshoot time & attendance timecard errors and audit timecards prior to import into payroll system.
  • Calculate and maintain vacation reports for employees.

Requirements

  • Bachelor's Degree required; Degree in Accounting or Finance preferred.
  • Minimum five years of relevant experience.
  • Non-profit experience preferred.
  • Advanced skills in Microsoft Office especially Excel, Word, and PowerPoint.
  • Excellent communication skills both written and verbal.
  • Demonstrated knowledge of relevant HR laws, policies, and industry standard operating procedures.
  • Strong ability to conduct data analysis.
  • Ability to maintain confidentiality and high level of professionalism with sensitive employee information.

Nice-to-haves

  • Experience with Paycom and E-Verify is a plus.
  • Prior experience running a payroll system highly desired.
