About the position

The Payroll Manager at University Enterprises, Inc. (UEI) is responsible for planning, organizing, directing, managing, and supervising the complex work involved in the preparation and processing of all payroll and benefit data for the organization. This role oversees the analysis and reconciliation of payroll accounts, ensuring the proper preparation of payroll reports and transaction documents. The Payroll Manager will set work priorities, schedule assignments, and manage a team that includes the Assistant Payroll Manager, Payroll Technician III, and Payroll Technician II. This position requires a strong understanding of State and Federal Labor Laws, as well as UEI policies and procedures, to effectively communicate with administrators regarding payroll operations. In addition to managing payroll functions, the Payroll Manager will analyze the efficiency of payroll operations and implement procedures to improve the timeliness and accuracy of payroll functions. This includes monitoring and reviewing completed payroll work, ensuring the accuracy of records and reports prepared by Payroll Technicians, and analyzing, reconciling, and preparing various Federal and State reports such as quarterly reports and W-2s. The role also involves developing and maintaining automated payroll methods, managing payroll software systems, and ensuring compliance with laws affecting payroll administration. The Payroll Manager will also be responsible for developing and managing the operating budget for the Payroll Office, preparing information required by auditors, and overseeing payroll software system maintenance and implementation. This position requires a proactive approach to problem-solving and the ability to serve as a resource for Payroll department staff, addressing inquiries and concerns regarding payroll transactions. The Payroll Manager will also provide training to employees and supervisors on automated time and attendance systems, ensuring that all payroll-related issues are handled efficiently and effectively.

Responsibilities

  • Plan, organize, direct, manage, and supervise the preparation and processing of UEI payroll.
  • Oversee the analysis and reconciliation of payroll accounts.
  • Review and ensure the proper preparation of payroll reports and transaction documents.
  • Set work priorities and schedule work assignments for the payroll team.
  • Hire, train, supervise, discipline, and evaluate payroll staff.
  • Represent payroll functions and operations with UEI staff and external agencies.
  • Analyze the efficiency of payroll operations and implement improvements.
  • Monitor and review completed payroll work to ensure accuracy.
  • Analyze, reconcile, prepare, and sign various Federal and State reports such as quarterly reports and W-2s.
  • Develop and maintain automated payroll methods and manage payroll software systems.
  • Direct preparation of court-ordered subpoena information and represent UEI at hearings regarding payroll documents.
  • Develop and manage the operating budget for the Payroll Office.
  • Coordinate internal and external meetings and system setup for payroll processes.
  • Serve as a resource for Payroll department staff for processing documents and transactions.

Requirements

  • Bachelor's Degree in Business Administration, Finance, Accounting, or a related field.
  • Demonstrated experience in managing payroll systems and processes for a medium to large organization.
  • Substantial work experience in payroll transactions, fiscal reporting, and account reconciliation.
  • Knowledge of methods, practices, and principles of payroll preparation.
  • Knowledge of accounting theory as applied to payroll transactions and problems.
  • Experience with financial record-keeping and tax reporting.
  • Experience with automated time and attendance programs such as Ultimate Kronos Group (UKG) Workforce Ready.
  • Knowledge of Federal and State laws affecting payroll records and payments.
  • Experience hiring, training, supervising, and evaluating staff.
  • Ability to plan, organize, direct, manage, and supervise payroll preparation and processing.

Nice-to-haves

  • Completion of advanced education training in Payroll Management, such as American Payroll Association Certified Payroll Professional.
  • Experience using payroll and accounting modules of Finance Enterprise accounting software and UKG Workforce Ready.
