The Payroll Specialist I or II position is crucial for processing weekly payroll using various time capturing systems, ensuring compliance with SOX guidelines, and assisting the Finance and Accounting team in critical functions. This role is based in Fargo, ND, and involves responsibilities such as remitting garnishments, processing quarterly payroll tax returns, and maintaining employee paystubs. The position requires a strong understanding of payroll processes and the ability to apply critical thinking skills to protect company assets against fraudulent requests. The ideal candidate will be detail-oriented, possess strong analytical skills, and be able to communicate effectively with employees and management. This role also includes maintaining PTO account balances, preparing job service employment census data, and assisting the HR department with payroll-related inquiries. Responsibilities

  • Understand SOX guidelines to ensure accurate controls and segregations of duties are in place to meet compliance
  • Review and import time captured in InEight and ViewPointOne timesheet into Viewpoint
  • Enter paper timesheets into Viewpoint
  • Process payroll weekly
  • Upload and maintain employee paystubs and portal
  • Ensure pay cards are uploaded and assist employees with questions
  • Review and update necessary information for new hires/rehires in Payroll
  • Maintain a level of professional skepticism and apply critical thinking skills when receiving employee banking information to identify, communicate and reject fraudulent requests
  • Enter vehicle allowance monthly
  • Review, evaluate, and process late timesheets/back pay from previous weeks
  • Make necessary reversal entries from prior weeks
  • Make any necessary deductions, misc. invoices, etc.
  • Provide proper reports to Payroll Coordinator/Accounting Manager for review
  • Post Payroll, Equipment, Job Cost, & GL each week
  • Maintain PTO account balances and monthly accruals
  • Prepare and submit federal and state tax deposits on a weekly, monthly, or quarterly basis
  • Submit Wanzek's and subcontractor's certified payrolls to the proper agencies
  • Prepare and forward garnishment checks to appropriate agencies each week
  • Submit any termination info to appropriate agencies
  • Reconcile all Payroll related GL & intercompany accounts at month end
  • Submit new hire report every two weeks
  • Prepare Job Service Employment Census data monthly
  • Prepare Quarterly Payroll Tax Returns for review by Payroll Lead/Payroll Manager/CFO
  • Assist the HR Department with any questions or issues
  • Answer payroll related questions from field employees and/or Project Managers
  • Setup & Register new WH & Unemployment states
  • Maintain Debit Filters for all payroll related electronic payments
  • Sort, scan, & file timesheets and other Payroll paperwork weekly
  • Send the weekly 401(k) deductions for approval and submit to Merrill Lynch
  • Assist other team members where needed

Requirements

  • Payroll Specialist I: Associates or Bachelor's degree in Accounting or Business related area or 2 years of Accounting, Payroll or Business related experience in lieu of degree
  • Payroll Specialist II: Associates or Bachelor's degree in Accounting or Business related area with 2 years' experience in Payroll or 3 years of Accounting, Payroll or Business related experience in lieu of degree
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations
  • Ability to write reports, business correspondence and procedure manuals
  • Effective presentation skills to respond to questions from groups of managers, clients, customers and the general public
  • Mathematical skills to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals
  • Ability to compute rate, ratio and percent and draw and interpret bar graphs
  • Common sense understanding to carry out instructions furnished in written, oral or diagram form
  • Problem-solving skills to deal with problems involving several concrete variables in standardized situations
