The Payroll Specialist II will work with a diverse group of professionals to provide hands-on payroll administration support and reporting for union and non-union employees across multiple states. This role requires an individual who enjoys repetitive tasks and consistent routines, possesses a comprehensive understanding of job costing, and has experience with prevailing wage and certified payroll. The ideal candidate will demonstrate a high level of accuracy and detail orientation, and will be able to work independently to accomplish tasks in a timely manner. This position is currently based in North Portland but will transition to Beaverton in late 2024 or early 2025. Essential duties include reviewing time sheets, wage computation, and other information to detect and reconcile payroll discrepancies, computing wages and deductions, processing and issuing employee paychecks, and providing training to project administrative staff. The Payroll Specialist will assist the Payroll Supervisor in processing employee re-rates and retro adjustments, ensuring job cost and retro-adjustments are accurate, and administering union benefits. The role also involves preparing various reports and participating in surveys requested by outside agencies, as well as assisting in payroll audits.

Responsibilities

  • Review time sheets, wage computation, and other information to detect and reconcile payroll discrepancies.
  • Compute wages and deductions and make manual adjustments as necessary.
  • Process and issue employee paychecks and statements of earnings and deductions.
  • Provide training to project administrative staff to support the needs of the payroll department.
  • Assist Payroll Supervisor in processing employees' re-rates and retro adjustments and setup and update tables in the system.
  • Ensure job cost and retro-adjustments are accurate, and fix entries as necessary.
  • Report Certified Payroll and update vacation/paid sick leave balances on a weekly basis.
  • Administer union benefits and process monthly payments.
  • Review and process unemployment forms.
  • Schedule tax payments, union deductions, and garnishments, request checks from Accounts Payable, and mail checks with requested information.
  • Prepare monthly OCIP/CCIP and MER Reports.
  • Assist Payroll Supervisor in processing new employee paperwork and enter information into the payroll system; maintain employee personnel files ensuring paperwork is properly filed and stored; and update separate online timekeeping databases.
  • Report new hire information to appropriate state unemployment offices.
  • Assist Payroll Supervisor in preparing a variety of reports (e.g., union benefits and payments; quarterly Federal (941), State, and City; quarterly worker's compensation; annual W2).
  • Participate in surveys requested by outside agencies (e.g., BOLI, Economic Census).
  • Assist Payroll Supervisor in providing information and documentation for payroll audits.

Requirements

  • Associate degree in accounting or equivalent combination of relevant education and experience; bachelor's degree in accounting is preferred.
  • Minimum 4 years' experience with in-house payroll processing, preferably in the construction industry.
  • Working knowledge of job costing is required.
  • Extensive knowledge of union payroll including familiarity with union rules and requirements, and experience with prevailing wage/certified payroll is required.
  • Proficient with the Microsoft Office suite, and intermediate user of Excel.
  • Experience with Sage 300 (formerly Timberline) preferred.
  • Proficient with 10-key by touch.
  • Exceptional detail and accuracy, and thoroughness in completing tasks.
  • Highly organized and skilled at handling multiple, sometimes complex, tasks simultaneously.
  • Ability to remain good-natured while working under pressure to meet deadlines and manage expectations.
  • High integrity and utmost confidentiality to serve the best interests of the organization.
  • Ability to effectively communicate information and ideas verbally and in writing so others understand.
  • Ability to work well with a diverse set of professionals from the shop floor and construction job sites to accounting firms.
