About the position

The Payroll Specialist III is responsible for computing and preparing payroll for the Borough, maintaining payroll files, and ensuring compliance with all applicable regulations. This role involves training staff, processing payroll transactions, and handling inquiries related to payroll data. The specialist will also perform duties of the Payroll Manager as needed.

Responsibilities

  • Trains staff on all aspects of payroll processing.
  • Runs bi-weekly checks.
  • Reviews work processed by other staff members for compliance with rules and regulations.
  • Responsible for processing PERS, Fidelity, and VALIC, including generating required reports and pay requests.
  • Reviews pay requests generated by other Payroll staff prior to submission to Controller.
  • Runs on-demand checks.
  • Prepares necessary reports for check runs.
  • Processes payroll and related transactions in compliance with applicable laws and regulations.
  • Reviews and processes personnel action forms for compliance.
  • Checks documents for validity and accuracy; collects, records, files, and distributes payroll-related paperwork.
  • Reviews and enters time sheets, ensuring corrections are made before entry.
  • Ensures completeness of all incoming and outgoing payroll-related forms.
  • Enters payroll data into computer systems and maintains the information system database.
  • Maintains records and files associated with payroll systems and transactions.
  • Reviews payroll transactions for compliance and corrects errors as required.
  • Prepares check requests and journal entries as required.
  • Collects and compiles data for reports; reconciles reports and prepares payroll reports in compliance with regulations.
  • Updates annual leave bank donations and requests as necessary.
  • Responds to complex inquiries relating to payroll data.
  • Handles involuntary withholding requests made by external agencies.
  • Updates and corrects databases.
  • Investigates and corrects errors in payroll entries and transactions.
  • Distributes bi-weekly time sheets for all Borough employees.
  • Performs other duties as assigned.

Requirements

  • High school graduate or G.E.D., or a combination of 12 years of education or related work experience.
  • Three years of clerical work experience.
  • Three years of experience working with computers.
  • Three years of experience with payroll or accounting functions.
  • Twelve credit hours in college-level accounting or related courses.

  • Knowledge of Borough policies and procedures.
  • Knowledge of principles of record keeping and records management.
  • Knowledge of principles and practices of payroll accounting.
  • Skill in data entry.
  • Ability to create and understand mathematical computations.
  • Strong interpersonal skills, with an emphasis on customer service.
