The Payroll Specialist - Level IV position at Saginaw ISD is a full-time role that operates under the direction of the Payroll Supervisor. The Payroll Specialist will be responsible for preparing and processing payroll data, maintaining confidential payroll-related files, and ensuring accurate attendance reporting. The role requires a thorough understanding of the district's Skyward Finance system to generate accurate data reports and provide professional support services to local school districts as per contractual agreements. In this role, the Payroll Specialist will exemplify high standards of customer service while processing payroll for Saginaw ISD employees and local education agencies (LEAs) that contract with Saginaw ISD. Compliance with district policies, labor agreements, and federal and state laws is essential. The specialist will review and verify pay files for accuracy, assist in preparing Excel spreadsheets to reconcile gross wages, and handle the preparation and distribution of paychecks. Additionally, the role involves processing remittances for withheld funds, maintaining ledgers for payroll deductions, and ensuring compliance with garnishment regulations. The Payroll Specialist will also be responsible for accurately recording leave records, processing statistical reports, and maintaining the collective sick bank as per collective bargaining agreements. This position requires a high degree of proficiency in business software, particularly in spreadsheet and database programs like Excel, and the ability to communicate effectively with various departments and LEAs regarding employee status information. The role may also involve working with auditors on payroll accounts and providing support to other staff members as needed.

Responsibilities

  • Provide confidential payroll services to Saginaw ISD and local school districts.
  • Process payroll for Saginaw ISD employees and local education agencies (LEAs).
  • Review and verify pay files for accuracy.
  • Assist in preparing Excel spreadsheets to reconcile gross wages.
  • Prepare and distribute paychecks.
  • Process remittances for withheld funds including payroll and benefit taxes.
  • Maintain ledgers on payroll deductions and relevant payroll information.
  • Maintain confidential payroll-related files.
  • Prepare information to pay all payroll liabilities for Accounts Payable.
  • Ensure garnishment compliance for employees.
  • Prepare and extract reports from the payroll system (Skyward).
  • Communicate employee status information with various departments and LEAs.
  • Process mid-year and end-of-year stipends based on collective bargaining agreements.
  • Accurately record leave records according to established guidelines.
  • Review status reports for data accuracy.
  • Process statistical reports for personnel studies and union groups.
  • Maintain the collective sick bank per collective bargaining agreements.
  • Provide support to other staff members as needed.
  • Perform other duties and special projects as required by the Payroll Supervisor.

Requirements

  • High School Diploma/GED equivalency required; Associates Degree in Accounting, Business, or Finance preferred.
  • Minimum of two (2) years of payroll experience required; experience in payroll processing in an educational organization preferred.
  • Demonstrated complex problem-solving skills and abilities.
  • Ability to manage numerous tasks and possess good organizational skills.
  • Effective communication skills with co-workers and the public.
  • Ability to work collaboratively in a team environment.
  • High proficiency in business software programs, including Microsoft Office and Google platforms.
  • Highly proficient in spreadsheet and database programs such as Excel.
  • Ability to learn and become proficient in the District's Finance and Human Resource Management software (Skyward).
  • Exemplary customer service skills, including courteousness and tact.
  • Knowledge of confidentiality practices and ability to maintain confidentiality at all times.
  • Highly developed written and verbal communication skills.
  • Proficiency, accuracy, and timeliness in handling detailed work assignments.
  • Highly organized, self-starter, and initiative in completing tasks and meeting deadlines.
  • Willingness to receive additional training as necessary.
