The Payroll Specialist position at the City of College Station is a full-time role under the general direction of the Payroll Administrator. This position is crucial for the accurate processing of payroll functions, which includes payroll calculations, check preparations, and maintaining related records. The Payroll Specialist will be responsible for filing tax and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, and preparing accounting transactions and documents. Additionally, the role requires documenting and updating procedures and preparing special reports for senior management. The Payroll Specialist will also provide backup functionality to vendor management, accounts payable, accounts receivable billing, and payment processing. This position involves regular contact with personnel both within and outside the Fiscal Services Department, necessitating extensive attention to detail and the exercise of independent judgment, initiative, and discretion based on knowledge of administrative policies and procedures. The core responsibilities of the Payroll Specialist include performing daily tasks related to the operation of the City's payroll system and time and attendance system. This involves reviewing all additions, deletions, and changes in payroll information for accuracy, maintaining the payroll system, and ensuring the confidentiality of employee and payroll records. The specialist will also review compensation and benefit information entered by the Human Resources Department against pay records to ensure accuracy and set year-end deadlines for HR and Payroll functions. In addition, the Payroll Specialist will receive and review payroll records to ensure compliance with City policies, procedures, and regulations. They will enter payroll into the system, process, calculate, and post various payroll actions, prepare bi-weekly ACH payroll transfer files, and submit all quarterly, fiscal year-end, and calendar year-end reports. The role also includes responding to employee and department payroll-related inquiries, researching regulatory updates, maintaining unclaimed property check databases, and participating in Citywide payroll and time and attendance training. The Payroll Specialist will perform a variety of accounting operations support for the City's accounting system and assist with month-end and year-end closing processes, ensuring compliance with applicable laws and regulations.
