The Payroll Specialist position with the City of Norfolk, VA, is a vital role that involves managing and coordinating payroll functions for city employees. The Payroll Specialist will be responsible for processing payroll for over 5,000 employees, which includes handling garnishments, bankruptcies, child support payments, and various tax obligations such as IRS, state, and property taxes. Additionally, the role requires processing pay line adjustments and assisting with basic administrative duties related to payroll management. In this role, the Payroll Specialist will assist in the bi-weekly and monthly payroll processing, ensuring accuracy and timeliness. The position requires effective communication skills to provide guidance and resolve payroll-related issues and questions from departmental personnel and employees. The Payroll Specialist will also be involved in testing and validating new payroll system enhancements, auditing and analyzing payroll data, and performing manual payroll calculations. Responsibilities

  • Assist in processing bi-weekly and monthly payrolls for over 5,000 employees.
  • Administer and process garnishments and other income withholding orders in accordance with federal, state, and city regulations.
  • Assist with time and labor timesheet corrections, leave corrections, and other payroll-related corrections.
  • Communicate effectively, provide guidance, and resolve payroll-related issues and questions from departmental personnel and employees.
  • Assist with testing and validating new payroll system enhancements and functions as required.
  • Audit and analyze payroll data; assist with manual payroll calculations; demonstrate strong numeracy skills.
  • Assist with entering special pays such as bonuses, employee reimbursements, and underpayments.
  • Demonstrate ability to multi-task and meet deadlines.

Requirements

  • High school diploma or GED required.
  • Three (3) years of experience in payroll work in a large organization required.
  • Broad knowledge in a general professional or technical field, typically acquired through four years of college resulting in a bachelor's degree or equivalent.
  • Functional Payroll Certificate (FPC) preferred.
  • Certified Payroll Professional (CPP) preferred.

Nice-to-haves

  • Two (2) years of experience utilizing the knowledge, skills, and abilities associated with positions such as Payroll Specialist.
  • One (1) year of equivalent work experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
