About the position

The Payroll Specialist position at the Town of Blacksburg involves performing intermediate administrative tasks related to payroll processing and management. This role is crucial for ensuring accurate and timely payroll for employees, as well as compliance with federal and state tax regulations. The Payroll Specialist will work under the limited supervision of the Accounting Supervisor and will be responsible for a variety of payroll-related functions, including preparing and processing payroll, managing benefit payments, and maintaining confidentiality regarding payroll and employee records. The position requires on-site work, with a standard schedule from Monday to Friday, 8:00 am to 5:00 pm. In this role, the Payroll Specialist will prepare and process payroll, ensuring that all employee records are accurate and up-to-date. This includes entering new hire paperwork, processing bi-weekly time sheets for various departments, and setting up garnishments and other deductions. The specialist will also be responsible for preparing and transmitting payroll taxes, as well as submitting monthly, quarterly, and annual tax reports. Maintaining payroll filing systems, both paper and electronic, is essential, as is the ability to prepare W-2 forms and year-end reporting. The role may also involve assisting with citizen payments on a rotation basis and attending necessary training sessions to stay updated on payroll practices and regulations. The ideal candidate will possess thorough knowledge of payroll administration, benefit billing practices, and related record-keeping. Strong skills in using personal computers and related software are essential, along with effective communication abilities. The position requires the ability to establish and maintain effective working relationships with associates and benefit vendors, ensuring smooth operations within the payroll department.

Responsibilities

  • Prepares and processes payroll
  • Maintains strict confidentiality regarding all payroll and employee records
  • Reconciles and ensures monthly payments for benefit vendors
  • Enters new hire paperwork, pay and other changes for existing employees
  • Enters bi-weekly time sheets for Finance, Airport and Fire Department
  • Sets up and maintains garnishments and other employee deductions, taxes and benefits
  • Prepares, calculates and transmits payroll taxes
  • Prepares and submits monthly, quarterly and annual tax reports
  • Maintains payroll filing-paper and electronic documents
  • Transmits payroll direct deposit file to the bank
  • Processes back-up and update, month end, quarter end or year end
  • Processes W-2's and year end reporting
  • Prepares employment and pay verifications as requested
  • Assists with processing citizen payments on a rotation basis
  • Attends training as necessary

Requirements

  • Associates/Technical degree with coursework in Accounting or Business Administration, or related field
  • Moderate experience in payroll processing, or equivalent combination of education and experience
  • Thorough knowledge of payroll administration, procedures, methods and techniques
  • Thorough knowledge of the insurance and benefit billing practices and related record keeping
  • Skill in the use of personal computers and related software packages, hardware and peripheral equipment
  • Ability to communicate effectively orally or in writing
  • Ability to maintain technical records
  • Ability to establish and maintain effective working relationships with associates and benefit vendors
