About the position

The Payroll Specialist position at Aston Carter is designed for a skilled payroll professional to manage administrative, compliance, and reporting functions within the payroll domain. The role focuses on ensuring that all certified payroll and prevailing wage requirements are processed and reported in accordance with applicable laws and contractual obligations. This position plays a critical role in maintaining compliance and assisting with audit functions.

Responsibilities

  • Ensure compliance with all applicable prevailing wage laws and any contractual obligations related to certified payroll, including responding to auditor/compliance officer questions or document requests.
  • Review packages for certified payroll and prevailing wage requirements.
  • Coordinate with project managers, customers, and subcontractor compliance officers to verify project startup paperwork is completed and accurate prior to job commencement.
  • Coordinate with internal and external contacts to ensure compliance status on all company jobs, including customers, general contractors, subcontractors, government agencies, and labor unions.
  • Calculate prevailing wage rates, fringe benefits, and compliance with wage determination letters for multiple locations.
  • Submit/upload compliance documentation to Labor Compliance Programs or similar payroll tracking systems.
  • Perform payroll reporting, filing, maintenance, and data entry of compliance documents.
  • Assist with researching federal, state, and contract-specific requirements for bid preparations relating to payroll and prevailing wage.
  • Manage Department of Labor and client certified payroll audits.
  • Perform audits of subcontractor certified payroll submissions.
  • Assist with payroll backup functions as needed.

Requirements

  • Above average skills using MS Excel.
  • Problem-solving skills, self-starter, and ability to work independently within a team.
  • Excellent verbal and written communication skills.
  • Willingness to work overtime as needed.
  • Preferably 3+ years of relevant experience in a multi-state, prevailing wage rate, and certified payroll environment.
  • CPP/FPC certification or equivalent preferred.
  • Construction or engineering industry experience is a plus.
  • Thorough knowledge of Federal (Davis-Bacon Act) and State prevailing wage laws.
  • Paylocity knowledge is a plus.
