The Payroll Systems Administrator coordinates all associated functions of the City's payroll processes, payments and reporting requirements. The position also supports the City's HRIS system, Tyler MUNIS, with HR-related support, reporting and data entry processing. The role involves preparing, reviewing, and executing bi-weekly payroll processes to assure timely and accurate processing of payroll transactions including salaries, adjustments, overtime, leave use, benefits, garnishments, taxes, and other deductions. The administrator reviews, processes, and issues bi-weekly and out-of-cycle payrolls, terminal pays, and retroactive payments, as well as reviews timesheet entries, approvals, and processes corrections as needed. Additionally, the administrator maintains compliance with all payroll tax regulations and activities, including the calculation, input, audit, reporting, and filing of all local, state, or federal payroll tax payments, records, and reports. This includes preparing and processing monthly, quarterly, and annual payments and reports such as those for the Texas Workforce Commission, Medicare, Texas Municipal Retirement System, W-2s, and Affordable Care Act (ACA) reporting, along with preparation of Form 941. The position also requires updating and entering employee, position, and HR records by accurately processing salary, position, benefit, and other related personnel changes in the City's HRIS system, Tyler MUNIS. The administrator is responsible for processing HRIS requests from other City departments and serves as a system liaison with IT personnel for upgrades and system configurations. Furthermore, the role provides support to department projects and initiatives related to Human Resources functions, as necessary.
