About the position

The Payroll Systems Specialist at Dayton Public Schools plays a crucial role in managing the configuration of the time and attendance system, ensuring accurate and timely payroll processing for employees. This position involves validating and importing time data into the payroll system biweekly, which is essential for the preparation of employee paychecks. The specialist will work closely with the Payroll team to assist in the configuration and administration of the payroll system, ensuring that all processes comply with federal, state, and district requirements. In this role, the specialist will administer the time and attendance system by setting up department codes, work types, leave types, and other data tables that are specific to the district. They will also be responsible for adding new hires and processing employee status changes within both the payroll and timekeeping systems. This includes building import templates and loading data into the time and attendance system, as well as maintaining interfaces for employee data, worked time, and leave balances between the time and payroll systems. The Payroll Systems Specialist will provide support to time and attendance managers, assisting with entering missed punches, updating assignments, and answering system-related questions. They will also develop and assign work schedules for employees in collaboration with various schools and departments. Troubleshooting and escalating timekeeping issues with the system vendor will be part of their responsibilities, as well as planning and coordinating system upgrades. Additionally, the specialist will assist in developing and implementing improvements to timekeeping and payroll systems, processes, and procedures. They will recommend changes to leverage system capabilities and mitigate weaknesses, ensuring compliance with all relevant regulations. Training district timekeepers and employees in the use of timekeeping systems will also be a key aspect of this role, along with preparing time and attendance data for the biweekly payroll process and conducting final verifications before importing data into payroll.

Responsibilities

  • Administer the time and attendance system, including setting up department codes, work types, and leave types.
  • Add new hires and process employee status changes within the payroll and timekeeping systems.
  • Build import templates and load data into the time and attendance system.
  • Maintain interfaces for employee data, worked time, and leave balances between the time and payroll systems.
  • Provide help and support to time and attendance managers in the administration of timekeeping.
  • Troubleshoot and escalate timekeeping issues with the system vendor as needed.
  • Plan, coordinate, and implement time and attendance system upgrades with the system vendor and District departments.
  • Assist in the development and implementation of improvements to timekeeping and payroll systems.
  • Prepare time and attendance data for processing with the biweekly payroll process.
  • Serve as a payroll administrator as needed, entering pay assignments and processing deductions.
  • Train district timekeepers and employees in the use of timekeeping systems.

Requirements

  • Must be a U.S. citizen or have the legal right to work in the U.S.
  • Must pass Federal and Ohio Bureau of Criminal Identification and Investigation background check.
  • Associate degree in Accounting or business-related field; Bachelor's degree preferred.
  • 3+ years of payroll experience, preferably with Business Plus.
  • 3+ years of timekeeping system experience, preferably with Timeclock Plus.
  • 3+ years of Excel experience with knowledge of VLOOKUP and pivot tables.
  • Thorough knowledge of payroll-related laws, regulations, and best practices, preferably in government entities.
  • Working knowledge of Microsoft Word and PowerPoint, or equivalent applications.
  • Knowledge of Ohio STRS and SERS programs.
  • Strong attention to detail and ability to work collaboratively in a team setting.
  • Excellent verbal and written communication skills.

Nice-to-haves

  • Experience with government payroll systems.
  • Knowledge of collective bargaining unit agreements.
