About the position

The People & Operations Manager at Californians for Justice (CFJ) plays a crucial role in overseeing human resources and administrative functions for the organization and its fiscally sponsored project, Youth Organize! California. This position is part of a dedicated four-person operations team and focuses on various human resources functions, including payroll, benefits management, hiring processes, and performance management. Additionally, the role encompasses nonprofit operations, which include technology management, legal compliance, and risk management. The People & Operations Manager will become an expert in CFJ's payroll system, currently utilizing Paylocity, and will manage all active modules related to time and labor, payroll, recruitment, and performance management. Under the guidance of the People & Operations Director, this individual will also oversee the organization's technology needs, ensuring that all systems are efficient and effective for staff use. The position is full-time and non-exempt, allowing for flexibility in location as it can be based in any of CFJ's four offices located in Fresno, Long Beach, Oakland, or San Jose. Some statewide travel is required, and the organization currently operates in a hybrid environment, with staff expected to attend in-person training sessions, team meetings, and community-building events. The People & Operations Manager will be expected to demonstrate key organizational competencies, including impactful collaboration, problem-solving, sustainability, communication, relationship-building, and fostering growth among team members. This role is vital in supporting CFJ's mission to empower youth and advocate for racial justice, ensuring that the organization runs smoothly and effectively in its operations.

Responsibilities

  • Manage payroll and all payroll-related systems (i.e. Paylocity)
  • Manage all HR administrative processes for a staff of 45+ people, including a fiscally sponsored project for whom we provide HR support
  • Manage benefits, including health care, FSA, PTO, 401k, EAP, and parental leave
  • Manage the hiring of new staff members including recruitment, hiring, offboarding and other staff transitions
  • Manage performance management at CFJ, including annual performance reviews, individual goal-setting, and professional development
  • Maintain awareness and knowledge of labor law and assure organizational compliance
  • Work with the People & Operations Director and Sr. People & Operations Director to ensure personnel policies are updated annually
  • Continually improve HR practices, aligning processes with CFJ's Black Liberation values
  • Research, problem-solve, and make recommendations on complex HR administrative questions
  • Manage all nonprofit infrastructure and technology systems for CFJ's four regional offices
  • Act as primary day-to-day contact for CFJ's Managed IT Services Provider
  • Manage office moves and all technology systems
  • Lead technology planning, assessing current and future technology needs
  • Participate in CFJ grassroots fundraising campaigns and events
  • Support some finance processes and projects as needed

Requirements

  • Minimum of 3 years of experience in nonprofit human resource functions including payroll, benefits, hiring, and personnel policies
  • At least two years of experience coordinating payroll
  • Familiarity with key federal and state labor and payroll laws
  • Technology knowledge and experience with platforms including Google Suite, Paylocity, Paycom, Slack, Zoom
  • Intermediate proficiency with Microsoft Excel
  • Strong interpersonal skills to work with diverse backgrounds
  • Demonstrated ability to set up processes, systems, and workflows
  • Experience in administering complex policies and procedures
  • Excellent communication skills, both written and verbal
  • Good judgment to manage sensitive and confidential matters
  • Exceptional attention to detail and high level of accuracy
  • Self-starting and proactive with time management skills
  • Strong analytical and research skills
  • Strong commitment to social justice, racial justice, and youth empowerment
