About the position

The Permitting Manager at Black & Veatch will oversee large-scale programs, providing expert guidance and self-performing tasks related to land services and acquisition. This role involves managing multiple projects, ensuring compliance with legal and regulatory requirements, and mentoring junior team members. The position is hybrid, allowing for a balance between office and remote work, and is focused on delivering high-quality results in a collaborative environment.

Responsibilities

  • Provide guidance and self-perform capabilities on large-scale programs within a specific area of proficiency.
  • Lead a sub-group within a program and self-perform activities related to the same.
  • Prepare candidate information reports related to leasing, permitting, and land use viability.
  • Prepare leases or other real estate agreements for complex projects.
  • Ensure compliance with quality and safety goals and objectives.
  • Manage multiple projects of differing solution types.
  • Serve as subject matter expert for related scope of work, providing guidance and mentorship to junior team members.
  • Manage the schedule and deliverables in accordance with project objectives, ensuring timely completion of tasks.
  • Develop and maintain project plans and schedules, identifying critical path activities and potential delays.
  • Prepare and present regular status reports to senior management and/or clients, providing updates on project progress, risks, and issues.
  • Ensure compliance with legal and regulatory requirements for land services projects.
  • Stay up to date with industry trends and best practices, participating in training and development initiatives.
  • Responsible for complex land entitlement negotiations or acquiring complex jurisdictional approvals.
  • Identify and mitigate project risks and issues, proactively working with project leadership to resolve.

Requirements

  • 4-year degree or equivalent work experience required.
  • Minimum of 7 years industry experience; 2 years project lead experience.
  • Experience in permitting, zoning, and/or other construction and land entitlements.
  • Excellent oral and written communication skills.
  • Strong problem-solving and conflict resolution skills.
  • Advanced proficiency in Microsoft Windows, Excel, Word, Teams, Outlook, and GIS programs.

Nice-to-haves

  • Knowledge of state and local municipalities including MassDOT, MBTA, and local public works departments.
  • Proficiency in regulations and processes related to FERC and other state utility permits.
  • Understanding of energy and utility systems and construction techniques involved in implementing them.
  • Advanced proficiency in reading and comprehending complex legal documents.
