About the position

The Personnel Security Specialist II - Human Resources Specialist II (PERSEC Specialist II - HR Specialist II) will play a crucial role in developing policies and implementing procedures that ensure personnel within the Architect of the Capitol (AOC) are designated at a national security sensitivity and/or risk level that aligns with the potential impact of their position on the security of Congress and the operational efficiency of the AOC. This position requires collaboration with supervisors and managers to ensure that the sensitivity designations of positions under their control are accurate and consistent with security access requirements. The PERSEC Specialist II - HR Specialist II will work closely with the AOC Human Capital Management Division (HCMD) to ensure that sensitivity designations are correctly annotated and entered into the appropriate automated payroll and personnel systems. This role involves drafting Position Risk and Sensitivity Level directives, policies, and procedures that reflect current AOC operations and comply with the guidelines set forth by the Office of Personnel Management and the Director of National Intelligence. Additionally, the specialist will develop an accessible database containing all necessary information to effectively manage the position designation and suitability program. The responsibilities also include creating documentation that outlines future budgeting and staff workload requirements, tracking investigations of AOC employees in relation to their position designations, and ensuring alignment between the two. Furthermore, the specialist will develop and document a systematic and repeatable risk assessment process to evaluate the risks associated with applying reciprocity for incoming contractors. Other duties may be assigned as necessary.

Responsibilities

  • Assist in developing policies and implementing procedures for personnel security sensitivity designations.
  • Work with supervisors/managers to ensure correct sensitivity designations of positions.
  • Collaborate with AOC Human Capital Management Division to ensure accurate annotation of sensitivity designations in payroll/personnel systems.
  • Draft Position Risk and Sensitivity Level directives, policies, and procedures.
  • Develop an accessible database for managing position designation and suitability programs.
  • Create documentation for future budgeting and staff workload requirements.
  • Track investigations of AOC employees against their position designations.
  • Develop a systematic risk assessment process for incoming contractors.
  • Perform various tasks in support of Position Risk and Sensitivity Level management.

Requirements

  • Minimum of four (4) years of experience in human resources work, preferably six (6) years.
  • Demonstrated knowledge of federal-level position risk and sensitivity level program best practices.
  • Ability to independently identify federal-level Position Risk and Sensitivity Level requirements.
  • Experience processing Position Risk and Sensitivity Level position change requests of varying complexity.
  • Expert-level oral and written communication skills with a professional demeanor.
  • Ability to write and edit clear, concise, and grammatically correct documents.
