The Personal Financial Counselor position is designed to provide essential financial counseling services to military service members and their families, particularly in short-term, surge, and on-demand situations that arise from military needs, such as post-deployment events or to cover existing assignments for absent counselors. This role encompasses a wide range of personal financial counseling services, which include one-on-one counseling sessions, consultations with commanders or other providers, conducting briefings and presentations, and providing referral resources outside of counseling sessions. The counselor will work closely with installation and military branch Points of Contact (POC) to ensure that the program is delivered effectively and meets the specific needs of the installation. In this role, the counselor will assist service members in establishing spending plans for extended absences and will develop and distribute informational financial materials tailored to the needs of service members and their families. The counselor will also coordinate, publicize, and provide a variety of Personal Financial Management classes and workshops that cover topics relevant to the military lifecycle, including arrival at first duty stations, pre- and post-deployment financial management, and personal and career events as outlined in DoDI 1322.34. Additionally, the counselor will respond to requests for age-appropriate classes or seminars and must possess the skills to effectively utilize virtual counseling methods, including web-based communication, secure online chat, and video-based communications. The counselor will manage duty-to-warn situations in accordance with Department of Defense (DoD) protocols and will communicate regularly with leadership, participating in individual and group supervision to share insights regarding trends and issues at the assigned installations. Participation in regular in-services, training, quality improvement committees, or other contract activities is also expected. The role may include other duties as assigned, ensuring a comprehensive approach to financial counseling for military personnel and their families.
