The Associate Chief of Staff for Mental Health (ACOS-MH) at the Tennessee Valley Healthcare System (TVHS) plays a pivotal role in overseeing all clinical mental health activities within the organization. This position carries final decision-making authority and accountability for all issues affecting Mental Health Services (MHS) and mental health activities. The ACOS-MH is responsible for directing all activities of the MHS, which includes budget and fiscal management, human resource management, strategic planning, and program management and evaluation. The incumbent ensures that clinical and administrative functions are integrated to optimize resource utilization and enhance the quality of care provided to veterans. In this leadership role, the ACOS-MH actively participates in management discussions, decisions, and policy-making, providing program direction to other directors, managers, and assigned personnel within the MHS. The incumbent is involved in the development of overall management objectives and philosophies necessary for achieving optimal system efficiency in delivering holistic health care to the veteran population. The ACOS-MH also provides input, advice, and counsel for system strategic planning, programming, budgeting, and general administration. The position requires the management of a large, diverse service line that provides health care services central to the mission of TVHS. The ACOS-MH establishes MHS objectives that align with the philosophy and objectives of the Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) 9, and TVHS. The incumbent develops both long-range and short-term goals and programs to meet established objectives, directing the planning and operations of the MHS to complement the attainment of system goals and objectives. This includes formulating policies and operating procedures to ensure compliance with VA regulations, statutes, and standards from various internal and external reviews and accrediting bodies. Additionally, the ACOS-MH assesses the impact of regional, national, and private-sector developments on TVHS programs, making recommendations for changes as necessary. The incumbent is responsible for developing and implementing quality improvement activities focused on achieving VHA, VISN, and TVHS performance measures and standards of accrediting agencies. The role also involves establishing operational methodologies based on recognized best practices and utilizing data tools to monitor and improve program effectiveness, organizational productivity, operational efficiency, and veteran satisfaction.
