The Deputy Chief of Staff - John Cochran Division (DCOS-JC) plays a pivotal role in providing administrative, clinical, and programmatic leadership within the Veterans Health Administration. This position is essential for ensuring that the Health Care System meets its clinical, research, and educational objectives. The DCOS is responsible for overseeing the medical center's Inpatient Flow Improvement, Systems Redesign, and Quality Improvement/Patient Safety initiatives, as well as the implementation of the Cerner EMR system. The incumbent will work closely with the Chief of Staff to ensure compliance with VA, VHA, and VISN-wide policies and procedures, while also coordinating the efforts of various services under their supervision. In this role, the DCOS will engage in a mix of clinical and administrative duties, with approximately 5% of their time dedicated to direct patient care in their specialty, 90% to administrative responsibilities, and 5% to educational activities. The position requires a strong focus on customer service, quality improvement, budget and fiscal management, organizational stewardship, team building, and human resources management. The DCOS will also be responsible for leading quality improvement initiatives and utilization management, collaborating with the Executive Leadership Team and service chiefs to develop and execute the Health Care System's strategic and business plans. The DCOS is expected to demonstrate leadership in addressing ethical issues impacting clients and staff, represent the VASTLHCS in VISN-wide clinical service coordination, and evaluate and recommend evidence-based best practices for clinical education.
