About the position

The Deputy Chief of Staff - John Cochran Division (DCOS-JC) plays a pivotal role in providing administrative, clinical, and programmatic leadership within the Veterans Health Administration. This position is essential for ensuring that the Health Care System meets its clinical, research, and educational objectives. The DCOS is responsible for overseeing the medical center's Inpatient Flow Improvement, Systems Redesign, and Quality Improvement/Patient Safety initiatives, as well as the implementation of the Cerner EMR system. The incumbent will work closely with the Chief of Staff to ensure compliance with VA, VHA, and VISN-wide policies and procedures, while also coordinating the efforts of various services under their supervision. In this role, the DCOS will engage in a mix of clinical and administrative duties, with approximately 5% of their time dedicated to direct patient care in their specialty, 90% to administrative responsibilities, and 5% to educational activities. The position requires a strong focus on customer service, quality improvement, budget and fiscal management, organizational stewardship, team building, and human resources management. The DCOS will also be responsible for leading quality improvement initiatives and utilization management, collaborating with the Executive Leadership Team and service chiefs to develop and execute the Health Care System's strategic and business plans. The DCOS is expected to demonstrate leadership in addressing ethical issues impacting clients and staff, represent the VASTLHCS in VISN-wide clinical service coordination, and evaluate and recommend evidence-based best practices for clinical education. Responsibilities

  • Serve as the lead physician in the medical center's Inpatient Flow Improvement, Systems Redesign, and Quality Improvement/Patient Safety initiatives.
  • Prepare and implement the Cerner EMR system.
  • Coordinate the work of services under direct supervision and collaborate with services reporting to the Nurse Executive, Deputy Director, and Associate Director.
  • Provide direct patient care in their specialty on a rotational basis.
  • Base planning on patient and staff feedback and projected needs.
  • Lead quality improvement initiatives and utilization management.
  • Collaborate with the Executive Leadership Team and service chiefs in developing and executing the Health Care System's strategic and business plan.
  • Demonstrate commitment to the VA Saint Louis Health Care System goals.
  • Develop an interdisciplinary team focused on excellence in patient care and customer service.
  • Assure appropriate actions in human resources matters such as promotions, selections, and training.

Requirements

  • U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens.
  • Degree of Doctor of Medicine or equivalent from an approved institution.
  • Current, full and unrestricted license to practice medicine or surgery in a U.S. State, Territory, or Commonwealth.
  • Completion of residency training in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
  • Preferred: More than one year of Management/Leadership experience within a complex medical facility.
