About the position

The Pipeline Specialist role at ConocoPhillips is a contract position based in Kermit, TX, focused on providing technical expertise in pipeline operations. The specialist will act as a resource for various teams, develop and implement programs, manage compliance data, and facilitate audits and inspections. The position emphasizes safety, environmental standards, and effective communication across multiple stakeholders.

Responsibilities

  • Act as a pipeline technical resource for operations, maintenance, construction, engineering, and regulatory personnel.
  • Develop and implement new programs and procedures as required.
  • Facilitate knowledge sharing and implement operational changes.
  • Manage and leverage data to prepare reports for compliance assurance.
  • Facilitate information exchange regarding regulatory and industry trends.
  • Support external and internal audits, assessments, and inspections assigned by the Pipeline Supervisor.
  • Initiate and lead resolution of regulatory, technical, and operating issues.
  • Provide project pipeline technical expertise and support for project design and implementation.
  • Report on project progress and facilitate information flow to stakeholders.
  • Ensure proper Management of Change (MOC).
  • Assist with Pre-Startup Safety Reviews (PSSRs) and Process Hazard Analysis (PHA).
  • Apply safety and environmental standards and ensure compliance by all personnel.
  • Manage or assist with the OQ program for assigned areas.
  • Perform quality control functions such as work order completion and compliance.
  • Participate in safety processes and emergency response drills.
  • Ensure all work activities are performed according to established procedures.

Requirements

  • Valid driver's license
  • 5+ years of pipeline operations & maintenance experience
  • 5+ years program management and/or development experience
  • 2+ years' experience working with Federal or State regulations or regulators
  • Intermediate PC skills (Word, Excel, SAP, SAP-PM, GIS, etc.)
  • Proficient technical writing skills for procedure development
  • Experience with DOT regulated pipelines
  • Understanding of project work order management, planning, and scheduling
  • Willing and able to travel 25% on a yearly basis
  • Willing and able to raise and transport articles weighing up to 50 pounds
  • Willing and able to walk, stand, stoop, sit, climb, and carry material daily on uneven terrain
  • Willing and able to work outside in harsh weather conditions
  • Must be able to wear personal protective equipment (PPE)

Nice-to-haves

  • Associate degree or higher in a technical field
  • 10+ years of experience in the oil and gas industry
  • 5+ years' experience working with Federal or State regulations or regulators
  • 2+ years of technical writing experience
  • Advanced PC skills (Word, Excel, SAP, SAP-PM, GIS, etc.)
  • Pipeline Related Certifications
  • Direct experience with Federal or State regulations or regulators
  • Strong organization and interpersonal skills
  • Experience with pipeline audits/inspections
  • Self-motivated and self-disciplined with the ability to lead a team and work independently
  • Detail-oriented with commitment to accuracy and continuous improvement
  • Ability to set and achieve goals, manage priorities, and complete projects with limited supervision
  • Takes ownership of actions and follows through on commitments
  • Ability to collect accurate and meaningful data and extract trends to improve operations.
