About the position
GovCIO is seeking a PL/SQL Developer to support an application development team by performing legacy business logic analysis. This hybrid position is based in Stafford/Quantico, VA, and involves building and coding applications using various programming languages, as well as reviewing and modernizing existing code.
Responsibilities
- Builds and codes applications and/or modules using languages such as PL/SQL, HTML, C#, JavaScript, C++, visual basic, ABAP, JAVA, XTML, etc.
- Supports the design of graphical user interfaces (GUI) to meet user needs.
- Prepares operating instructions and compiles documentation of program development.
- Analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls.
- Performs business logic review of existing PL/SQL, HTML, JavaScript, and C# code.
- Provides code review documentation to the Requirements team supporting use case/acceptance criteria for software development.
- Supports developers and data engineers with code design and process review/testing.
- Participates in code reviews to ensure adherence to standards and specifications.
- Writes or revises program documentation, operations documentation, and user guides in accordance with standards.
Requirements
- High School diploma with 10+ years of experience or commensurate experience.
- SECRET clearance required.
- DOD 8570 IAT Level II certification required.
- Strong experience with Oracle and PL/SQL programming.
- Strong experience in application development leveraging HTML, C#, and JavaScript.
- Strong experience in reverse-engineering existing PL/SQL code and procedures.
- Prior experience in software design and development, particularly in upgrading existing applications through modernization concepts.

- Experience with the software development life cycle in an Agile-based project.
