About the position

The Placement Specialist at ICF will support the Office of Refugee Resettlement (ORR) in achieving its mission goals by providing assistance in application reviews, service referrals, and placement support for unaccompanied children (UC). This role requires a thorough understanding of ORR policies and practices, and involves communication with various stakeholders to ensure effective placements and transfers. The position is remote, hybrid, or onsite, and includes shift work to manage referrals and placements around the clock.

Responsibilities

  • Providing support for reviewing and processing applications for placement and services.
  • Assisting in the review of referrals for additional services and identifying the need for additional services for existing recipients.
  • Assisting federal staff in coordinating access to services and drafting technical assistance related to service access.
  • Tracking case information including placements, services received, and outcomes for service recipients.
  • Maintaining familiarity with ORR database and technology systems and staying updated on relevant policies and procedures.
  • Developing and updating Standard Operating Procedures (SOPs) and training curriculum for new staff.
  • Communicating with DHS field personnel to assist in the placement of minors referred to ORR.
  • Identifying sensitive cases needing attention from UCB management.
  • Communicating with ORR Field Operations and internal stakeholders to support transfers and movements of unaccompanied children.
  • Answering initial placement calls and inquiries from various stakeholders regarding placements and services.
  • Contacting regions, districts, and facilities to gather information.
  • Recording significant incidents reported during off hours and reporting them to UCB management.
  • Producing reports regarding capacity, referrals, and placements as needed.

Requirements

  • Bachelor's degree in social work, public administration, business, social services, or related field.
  • A minimum of 3 years' experience working with unaccompanied children or relevant experience with immigrating or migrant families.

Nice-to-haves

  • Master's degree in social work, public administration, business, or other advanced degree in a related field.
  • Working knowledge of ORR mission and activities, and understanding of unaccompanied child placement options and requirements.
  • Experience working for a refugee program.
